- This is a SOURCES SOUGHT NOTICE. This is NOT a solicitation for proposals or quotes. The purpose of this Notice is to obtain information regarding the availability and capability of a qualified vendor to perform sponsorship/advertisement The BIG E annual fair for The Department of Veterans Affairs VISN 1 Director's/Business Office's initiative to enroll Veterans into the VA Boston Healthcare System using other than full and open competition procedures pursuant to the authority of the Federal Acquisition Regulations (FAR) 13.106-1(b)(1). The Department of Veterans Affairs VISN 1 Director's/Business Office intends to solicit and enter into a contract with such qualified vendor that can furnish the listed responsibilities. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. The intended Period of Performance will be from date of award through June 25, 2014, with the opportunity to extend the contract for four additional option years. Any information provided by interested parties will be evaluated and used to determine if competitive small business opportunities exist. This notice does not bind the U.S. Government. The Government will not pay for any information submitted as a result of this sources sought. Proposals will not be accepted at this time. General Statement of Need Sponsorship/Advertisement will include the following: "Eastern States Exposition which produces- BIG-E annual fair via the enrollment of Veterans into the VA Boston Healthcare System. "Onsite promotional high profile signage. "Sponsor mention of the VA in program book and Public Service Announcement. Interested vendors should submit to the contracting officer via email: 1) Statement of capabilities 2) Statement of business size status for NAICS code 711320 3) Statement of business socio-economic category, if any 4) Dunn and Bradstreet Number (DUNS) and 5) Proof of registration in the System for Award Management (SAM) located at https://www.sam.gov/portal/public/SAM/. The information provided is NOT intended to be a solicitation for proposals but rather market research to locate a potential vendor/source to perform radio/TV/media advertisement as described above and determining their capability to meet requirements. All qualified and interested small businesses should notify this office by email to Darlene.Chase@va.gov no later than June 19th 2013 at 5 pm EST. PLEASE NOTE: Phone inquiries will not be accepted at this time. This is NOT a Request for Proposals and does NOT constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this Sources Sought Notice if applicable.
