Description

Request for Quotation This is a combined synopsis / solicitation for vessel charter. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service Hammond Facility located in Hamond, OR intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The propose contract is to provide a commercial vessel outfitted with the following required instrumentation: 1. continuous flow-through salinity, temperature, and fluorescence sensors; 2. Hull mounted 63 kHz acoustic Doppler current pro filer (ADCP); 3. Electromechanical wire and winch system to enable visualization of realtime conductivity-temperature-depth (CTD) profiles. Items 1 and 2 require integration with GPS tracking system and wireless broadcast to land-based data processing system (see example at http://www.stccmop.org). In addition to the science equipment, the vessel operator is required to have specific local knowledge of safe operating conditions around the Columbia River Bar, and specifically be able to 1) Deploy and retrieve instrument moorings; 2) run precise transect lines towing a submersible, benthic video sled. Able to operate on short notice during months September -November in order to take advantage of narrow weather windows. The vessel operators make routine trips to conduct science surveys, retrieve and deploy instruments, and provide technical services required in these challenging conditions. The realtime data telemetry and processing is a proprietary service. The North American Industry Classification System Code (NAICS) of this procurement is 483114 with a small business size standard of 500. The Government intends to award a firm fixed price contract with period of performance commencing from date of award approximately July 2, 2013 to May 31, 2014. Interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to 206-526-6025 or email (melvin.n.fondue@noaa.gov). This is a simplified acquisition with an estimated value of less than $150,000. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
