Description
1. Federal Student Aid (FSA), a component of the Department of Education (DoED), continues to advance its Enterprise Identity Management System (EIMS) initiative, under which it has been engaged in systematically upgrading legacy capabilities external users' interface with to access FSA data and evolving its security approach to ensure all of its security capabilities interoperate and function as a unified enterprise asset. 2. The next phase of the EIMS initiative involves replacing the PIN application, by non-privileged users to register and access their data residing on FSA systems, with a capability that satisfies requirements stated in the SOO, see Attachment D-1. 3. Small businesses responding to this Phase 1 RFP are reminded that this is a FAR Part 12 procurement action. Accordingly, the RFP consists of Parts A through E. Specific instructions and evaluation criteria are contained in Part E. Following completion of Phase 1, a Phase 2 RFP will prepared and sent ONLY to competitors continued into Phase 2. The Phase 2 RFP will consist of the Phase 1 RFP Parts A through D, as may be subsequently revised, and a new Part E. The contract the government intends to award, as a result of this competition, will NOT include the Phase 2 Part E and, as appropriate, Parts A through D content may be revised. 4. Please note, the change posted 13 June 2013, adds a consolidated listing of questions received and answers provided to these questions. This listing should be closely reviewed, for completeness and currency, as answers previously provided to questions, may have been updated, based on more current information. If a reviewer believes a question asked has not be answered, please immediately notify, via email, the points of contact. 5. As stated in answers to questions and noted the below response section, this change also revises the proposal submission cutoff time and date to 2:00 PM Eastern Standard Time (EST) on Monday 17 June 2013 and, though not specifically asked as a question, clarifies that FSA will NOT count copies of quality type certifications as part of the 10-page limitation stated stated in Phase 1 RFP Part E.3.3.c. 6. Please note, a lot of the information provided in answers to questions can also be found in the RFP Parts A through E. As previously stated, this Phase 1 RFP represents the first step of a competitive 2-step procurement process. The goal during this first step is to identify and qualify, for continuation into Phase 2, the competitors whose Phase 1 proposals and related information provide the government a high degree of confidence that the competitor will be able to effectively satisfy the requirements stated in the Phase 1 RFP SOO (Attachment D-1). 7. Lastly, please note that when the government uses a SOO, it is intentionally avoiding instructing potential providers as to what capability must be proposed and how these capabilities must be provided. Instead, it is focusing on outcomes and seeking to have the commercial marketplace propose capabilities that will satisfy stated SOO requirements. Existing legacy capabilities tend to have unique profiles which due technological changes and other factors, may have little or no relevance to more current capabilities that could be proposed, which due to these advances, may offer more operationally and cost effective profiles. Accordingly, when using a SOO approach, much of the information about the specific profile of a legacy capability, may not be relevant.
