- This project is located at the Ysleta Border Patrol in El Paso, Texas and is a set-aside exclusively for small business firms with NAICS Code 236220. The General Services Administration (GSA) shall only issue the solicitation for this project in an electronic (PDF) format. The solicitation for this project is estimated to be issued on or about 06/14/2013. The General Services Administration (GSA) is soliciting proposals on behalf of the Department Homeland Security/ Customs and Border Protection for a construction project called the Forensics Lab Remodeling Project. The Contractor shall furnish all of the necessary labor, materials, equipment, tools, and supervision to accomplish the work within the project timeframe and in accordance with all regulations and specifications. The work includes but is not limited to the following: BASE BID 1. Installation for a Chemical Fume Exhaust Hood provided by the Government a. Vent fume hood to exterior using chemical-grade stainless steel ductwork of appropriate size and properly sealed b. Furnish and install one (1) inline chemical-grade exhaust fan rated for 1300 CFM at the roof. Fan housing and blades to be epoxy-coated or stainless steel. Fan to be electrically connected to fume hood so that operation automatically starts when fume hood is turned on c. Extend exhaust stack to a height of 10-feet above the roof line d. Install weather-proof cap and bird screen at top of exhaust stack e. Properly flash, seal, and repair all ceiling and roof penetrations f. Furnish and install one (1) 20A-120VAC dedicated duplex electrical receptacle for fume hood. g. Furnish and install a cold water supply line to the fume hood. h. Furnish and install a water drain from the fume hood. i. Properly seal and repair all plumbing penetrations 2. Safety & Security Components a. Replace locksets on the two (2) existing exterior doors with new Mechanical Cipher Locks b. Furnish and install ceiling-mounted smoke detectors throughout existing facility. Locate detectors in accordance with manufacturer’s instructions to ensure complete coverage of the interior space with a minimum of one detector in each occupiable room c. Furnish and install an exterior A/V Strobe above both of the existing egress doors for a total of two (2) strobes. Electrically connect the strobes to the interior smoke detectors in order to operate both the visual strobe and audible alarm in the event that the smoke detectors are activated. Properly seal any exterior wall penetrations due to the installation of this equipment d. Furnish and install welded wire mesh Security Partition with lockable swing door e. Furnish and install a four tank capacity Gas Cylinder Restraint Rack 3. Electrical Components a. Upgrade the existing 100A service panel to a 200A service panel in order to accommodate new electrical loads that are being introduced at the existing facility b. Furnish and install four (4) 30A-120VAC duplex receptacles. c. Furnish and install two (2) new power poles with electrical and tel/data receptacles d. Furnish and install three (3) 15A-120VAC under-cabinet dedicated receptacles beneath sinks in order to support instant hot micro-water heaters at each location 4. Plumbing Components a. Installation for one water purification system provided by the government. b. Relocate, level, and secure the existing Countertops and Base Cabinets in the locations shown. Wrap the base cabinet toe-kicks in the same resilient base that will be used for the new office walls c. Furnish and install cold water supply lines to all three existing sinks in the countertops. Utilize existing plumbing supply line d. Furnish and install three (3) instant hot micro-water heaters at all three existing sinks. e. Furnish and install a water drain from all three sinks. Utilize existing plumbing waste line Option #1 – New Office 1. Construct partition wall 2. Caulk all above-ceiling wall penetrations 3. Furnish and install three (3) new painted HM Frames with Wood Doors, Office Function Hardware, and Floor Stops to match existing. 4. Furnish and install two (2) single-pane, 3/8”-tempered glass, non-operable interior windows in painted HM Frames. 5. Tape and bed all gyp board joints. 6. Furnish and install 4” resilient base along both sides of new walls 7. Furnish and install one 15A-120 VAC duplex electrical receptacle on both sides of the new wall for a total of two (2) new receptacles. 8. Relocate existing 24” x 48” lay-in fluorescent light fixtures to accommodate new partitions. Center lights in new office. Remove these fixtures from the existing light switch and re-connect to two (2) new 3-way switches located next to the two new office doors 9. Adjust existing ACT grid to accommodate new partitions and relocated light fixtures Option #2 – Receptacles 1. Furnish and install one (1) 30A-125 VAC “Travel-Trailer Use Only” exterior receptacle in weatherproof electrical box cover 2. Furnish and install one (1) 50A-125/250 VAC NEMA Type 14-50 exterior receptacle in weatherproof electrical box cover 3. Furnish and install an above-counter raceway with electrical and tel/data receptacles Option #3 – Eyewash Station 1. Properly dispose of the existing non-ADA compliant drinking fountain. In its place, furnish and install one (1) emergency eyewash station Option #4 – Loading Dock 1. Furnish and install Loading Dock Bumper 2. Remove 36-inch wide section of existing metal railing and install a removable safety chain with hook & eyebolt in its place. The contractor shall provide a base and options (4) bid with a detailed cost breakout. Cost breakout shall be formatted in accordance with the bid structure listed in the Scope of Work dated 05/08/2013. The cost breakout shall sum to the total construction cost of the proposal. The magnitude of this project is estimated between $25,000.00 and $100,000.00. A payment bond and Insurance verification will be required following the contract award, pursuant to the Miller Act. A bid guarantee shall not be required from the winning contractor. This procurement is a total small business set-aside for Small Business concerns. All offers not considered a small business will not be considered. The required completion time frame is 45 calendar days, beginning one (1) day after the full notice to proceed (NTP) is issued by the GSA Contracting Officer. Liquidated damages will be incurred for each day of delay beyond the total time allowed for this project. Liquidated damages for this project will be two hundred dollars ($200.00) per calendar day of delay.
