- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Northrop Grumman Systems Corporation (NGC) of Bethpage, NY for the procurement of technical data for the E-2C Aircraft Radar Test Bench Set (RTBS) Weapons Replaceable Assembly WRA-25 Reliability Modification to update all RTBS Drawings and Maintenance Plans to reflect the new configurations resulting from the modification. The Government intends to negotiate this procurement under the authority of 10 USC 2304(c)(1) - Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by FAR 6.302-1. NGC is the Original Equipment Manufacturer (OEM) of the RTBS. NGC retains the rights to all of the RTBS Drawings as well as other proprietary source data. In order for another company to provide RTBS Drawing Updates, they would have to obtain the proprietary data from NGC. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
