Survey of Health, Aging and Retirement in Europe Sources Sought Notice HHS-NIH-NIDA-NIA-AM06312013 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 9000 Rockville Pike, Bldg. 31, Rm. 1B59 Bethesda, MD, 20892, UNITED STATES Introduction This Sources Sought Notice is for interested small and large businesses. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small and large business sources; (2) whether small businesses are classified as HUBZone; service-disabled, veteran-owned; 8(a); veteran-owned; woman-owned; or small disadvantaged; and (3) the size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition for any interested businesses. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS code for this acquisition is 541712. Background: The National Institute on Aging (NIA/NIH), seeks to support harmonization activities and data validation enhancement activities in the context of longitudinal studies on population aging. There is a need for internationally comparable datasets to permit investigation of the compression of morbidity in aging populations; provide new information on the differential changes of mortality in countries with different health care delivery systems, and allow detailed analysis of changes in health, socio-economic status and economic behavior as populations' age. The NIA's Strategic Plan outlines the importance of studies on healthy aging, well-being and longevity, and places an emphasis on understanding how population aging and changes in social, economic, and demographic characteristics of cohorts reaching old age affect health and well-being in the United States and other countries. These activities will be advanced though alignment of instruments for data collection, uniformity in interviewing protocols, development of validation tools, and increasing the availability of datasets cross-nationally comparable to the NIA supported US Health and Retirement Study (HRS). The HRS is a nationally representative longitudinal survey of older Americans 50 and older with a comprehensive collection of data covering several domains to support interdisciplinary research. The Survey of Health, Ageing, and Retirement in Europe Study (SHARE) is designed after the HRS and the English Longitudinal Study of Aging (ELSA), and this support is intended to enhance harmonization within these datasets. The SHARE study first conducted interviews in 2004/5 (Wave 1) of about 27,000 individuals in 11 countries. The first follow-up (Wave 2) was in 2006/07 and added Ireland, Israel, the Czech Republic and Poland. In 2008/09, SHARE collected life histories for all individuals interviewed in wave 1 or 2. In 2010/11 (Wave 4) SHARE added large refresher samples in the 15 countries surveyed in Waves 1-3 and added four more countries: Estonia, Hungary, Portugal and Slovenia. Though processing for Wave 4 is not yet complete, the final sample is expected to contain about 65,000 individuals. Thanks to support from NIA, SHARE has adopted interviewer training, retention strategies, and survey design to increase the comparability of SHARE to HRS and ELSA to support the cross-national research objectives of NIA. The European Commission and the German government have secured funding for coordination and questionnaire development for waves 5 and 6 under the conditions that more European countries are included and the member countries finance data collection in their countries. While including new countries will undoubtedly increase the power of SHARE as a cross-national laboratory, lower funding levels per country are likely to endanger the quality and the breadth of the data for scientific purposes, and reduce its comparability with HRS and ELSA. Central funding sources are thus crucial, especially to maintain comparability with HRS and ELSA. To this end, NIA wishes to contract with the Munich Center for the Economics of Aging at the Max Planck Institute for Social Law and Social Policy to continue supporting harmonization activities being undertaken by the SHARE. Capability Statement Businesses that believe they possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contract Specialist. The capabilities statement must specifically address each project requirement separately. Additionally, the capability statement should include 1) the total number of employees, 2) the professional qualifications of scientists, medical experts, and technical personnel as it relates to the above outlined requirements, 3) a description of general and specific facilities and equipment available, including computer equipment and software, 4) an outline of previous research projects that are similar to the project requirements in which the organization and proposed personnel have participated, and 5) any other information considered relevant to this program. The capability statement must not exceed 15 single sided or 7.5 double sided pages in length and using a 12-point font size minimum. Interested organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Andrea McGee, Contract Specialist - andrea.mcgee@nih.gov in MS Word within 15 calendar days of the date of this announcement. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate a fixed-price contract.
