- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010352223 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-66. The associated North American Industrial Classification System (NAICS) code for this procurement is 339115 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-07-15 15:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Natick, MA 01760 The APG - Natick SPS requires the following items, Meet or Exceed, to the following: Base Period of Performance: 07/01/2013 - 06/30/2014 LI 001: Services, The Government has a requirement for contractor's to research, explore and provide data on "Multi Level Lens Tint Design Prototypes" with the use of gradient lenses in conjunction with other non-powered light altering technologies, for protective eyewear applications, in accordance with the attached scope of work., 1, Job; LI 002: OPTION - Services, The Government has a requirement for contractor's to research, explore and provide data on "Multi Level Lens Tint Design Prototypes" with the use of gradient lenses in conjunction with other non-powered light altering technologies, for protective eyewear applications, in accordance with the attached scope of work., 1, Job; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, APG - Natick SPS intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Natick SPS is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. The Government reserves the right to make multiple awards, based on responses received found technically acceptable The offeror shall submit to the Government along with your response personnel qualifications. The offeror shall have the required expertise to perform the work, to include expertise in optical quality injection modlding and tooling, chemistry and coating operations for optical quanlity parts, material science, eyewear testing, etc., to complete this effort. General experience: The offeror shall have experience in injection molding, material science, chemistry and testing. Specialized experience: The offeror shall provide demonstrated experience and understanding of injection molding and coating operations specific to protective eyewear applications, be knowledgeable about optical quality molds and characteristics required to ensure quality parts. Be knowledgeable about interactions between substrates/additives/coatings. Be knowledgeable about what factors contribute to impact resistance of the final product, and have experience with testing protective eyewear products.
