- Draft Statement of Work INDRAC SYSTEM SUPPORT This is a SOURCES SOUGHT SYNOPSIS Announcement (SSA). DTRA issues SSAs to assist the agency in performing market research to determine industry interest and capability. DTRA is not requesting or accepting any proposals with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The government will not reimburse contractors for any costs associated with responding to this SSA. DESCRIPTION: The Defense Threat Reduction Agency (DTRA) is seeking to identify organizations/institutions/ companies capable of supporting the Interagency Combating Weapons of Mass Destruction (CWMD) Database of Responsibilities, Authorities, and Capabilities (INDRAC) System. INDRAC serves as a strategic level planning resource providing information to operations and aids in U.S. Government (USG) CWMD planning, advocacy, training and exercises. The scope of this effort includes operation, maintenance, and sustainment (OM&S) of the INDRAC system. In addition, efforts are required for the design, deploy, maintain and sustain the next generation Interactive Crisis Action Planning (ICAP) tool. Respondents to this notice must be able to demonstrate the capability to perform INDRAC system data content update and validation, operate and maintain INDRAC system hardware, system software acquire spares and consumables, sustain the INDRAC system application software, correct software defects, enhance system functionality, optimize system performance, and provide remote user support, and provide INDRAC system expert technical support. In addition, this program requires the capability to maintain the user interface concept and develop logic module, maintain code to implement designed interface and module, perform testing of code and bug-fix as required, and sustain module full scale to meet the desired capabilities and characteristics. RESPONSES: This is not a request for competitive proposals; however, interested parties should respond in writing with a statement of capabilities package. It is requested that interested businesses having the capabilities necessary to meet or exceed all aspects of the effort described in the attached DRAFT Statement of Work (SOW), submit to the contract specialist a statement of capabilities package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating the ability to perform the services listed above. A one page cover letter must be provided with each submission with the following information: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned. All responses must be submitted no later than 3:00 PM, Eastern Standard Time on Friday, June 21, 2013 via email to Arlene.Warren@dtra.mil. Interested sources shall submit any questions in response to this Sources Sought notice to the aforementioned email address. NOTE: DTRA will not reimburse for any costs associated with responses to this SSA. DTRA will evaluate all submissions that comply with the submission instructions using the following criteria: breadth, depth, and relevancy of experience as it relates to the work described above and in the DRAFT SOW.
