- The VA Pittsburgh Healthcare System (VAPHS), 1010 Delafield Road, Pittsburgh, PA 15215 is seeking professional design services from an architect-engineering (A/E) firm to develop construction drawings and specifications to repair medical gas alarm system located at Building 1, University Drive Campus, University Dr C, Pittsburgh, PA 15240, as described in Project # 646-12-122 "Repair Medical Gas Alarms". This project includes, but is not limited to the following: Develop contract drawings and specifications to repair medical gas alarm deficiencies / install new medical gas alarm system at Building 1 at the University Drive Division of VAPHS / design installation of new alarm panels / design and phase demolition of the existing panel / Provide File Transfer Protocol (FTP) website for use throughout the duration of the project. This work includes civil, electrical, plumbing, and equipment installation. Code requires that medical gas alarm monitoring be provided at two locations. The two locations designated for the University Drive Hospital Campus are the boiler room and the telephone operator. During the demolition of Buildings 2 and 3 at the University Drive Campus, the medical gas alarm line was cut. Subsequently, the alarm to the boiler plant was disconnected. The medical gas alarm lines cannot be spliced, but have to be replaced. This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB) registered and verified at www.vetbiz.gov. The magnitude of construction is between $250,000 and $500,000. The NAICS code is 541310 and the small business size standard is $7 million. Interested firms shall submit three (3) copies of current Standard Form 330, Architect-Engineer Qualifications (available on-line) and include the same information on a disk so it can be filed electronically. As per FAR 52.204-4(b): The Contractor is required to submit paper documents, such as offers, letters, or reports that are printed or copied double-sided on paper containing at least 30 percent postconsumer fiber, whenever practicable, when not using electronic commerce methods to submit information or data to the Government. The outer envelope MUST clearly identify the Solicitation Number (VA244-13-R-0754) and the project name (646-12-122 Repair Medical Gas Alarms). Hand delivered packages will also be accepted. In addition to the SF 330's, please include a cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS SOCIO-ECONOMIC STATUS OF AND DUNS NUMBER FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's is July 12, 2013 2:00pm EST. Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. This is not a request for proposal. The Government is under no obligation to award a contract as a result of this sources sought announcement.
