- PostingThis Market Survey is issued In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS) Paragraph 3.2.1.2.1 (Market Analysis), to determine whether adequate competition exists to conduct a full and open competition to meet the Voice Recorder Replacement Program (VRRP) fielding and support requirements from 2014-2017. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). The Federal Aviation Administration is not seeking or accepting unsolicited proposals. As FAA approaches the end of the VRRP fielding schedule, this requirement is for the procurement and installation of a small number (approximately 8) of standardized Digital Audio Legal Recorder (DALR) systems for new air traffic control towers currently under construction; and perform expansions of existing systems as required;. The DOD (Air Force, Army and Navy) may order several systems depending on budget constraints. The period of performance for this requirement is anticipated to be 3 years, from May 1, 2014 to April 30, 2017 with two one-year option periods exercisable entirely at the FAA s discretion. The FAA currently has a contract with Nice Systems, Inc., to produce, install, train and sustain systems at FAA and DOD locations. The current contract (DTFAWA-07-C-00029) was awarded to Nice Systems, Inc., Paramus, NJ, on April 30, 2007 following a full and open competition. To date, 448 DALR systems have been delivered to the FAA and 227 DALR systems have been delivered to the DOD. To successfully perform this requirement and minimize risk to the FAA, potential vendors must have: 1. A voice recorder system that meets all the VRRP system Specification requirements (attached). 2. A voice recorder system that has completed the FAA s Operational Test and Evaluation (OT&E), Independent Test and Evaluation (IOT&E) and In-Service Decision (ISD) review processes. 3. A current production facility to produce the voice recorder systems in the quantities required. 4. An installation and training infrastructure and capability to support installation, checkout and acceptance requirements. 5. FAA approved technical documentation and training in place to support the VRRP. 6. Record of recorder sales within the last 3 years that supports the presence of the proposed product in the marketplace. Including systems provided to the FAA and DOD. Vendors are also required to provide three (3) references that the FAA can contact to verify sales and performance of the product. Interested vendors must respond with a Capability Statement of experience and proven capabilities in meeting the above items and performing in an Air Traffic environment. The Capability Statement must clearly demonstrate that the vendor has a VRRP Specification-conforming recording product and is capable of providing the required services. The format for the Capability Statement is at the vendors' discretion, but no more than 20 pages including charts/diagrams. Brochures and preexisting documentation will not be attributed to the 20 page count. In order to be considered as an acceptable source, vendors must meet all the requirements listed in items 1 through 6 above. Vendors that do not meet all the requirements listed in items 1 through 6 above will be determined to be unacceptable. For information planning purposes, a new voice recorder procurement termed the NAS Voice Recorder will be initiated in 2015 to acquire the next generation of voice recorders that will interface and be compatible with the NAS Voice System (NVS) NextGen program, which is currently entering its Demonstration phase. The NAS Voice Recorder procurement will incorporate NextGen requirements and will undergo its Requirements Definition phase in the 2015-2016 timeframe. Development and release of the Screening Information Request (SIR), evaluation of vendor proposals and testing of vendor equipment is projected to conclude with a source selection and contract award in 2017. The FAA will not pay for any information received or costs incurred in preparing responses to the announcement. Additionally, information provided in response to this announcement is for informational purposes only and will not be released. If proprietary information is submitted it must be clearly marked in the responses. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these services. Vendors believing they possess the capability to meet this requirement can respond to this announcement with your firm s capabilities and experience.
