Description
NOTICE OF INTENT TO ISSUE A DELIVERY ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to issue a delivery order to Siemens Industry INC., 1000 Deerfield Parkway, Buffalo Grove, IL 60089 under GSA contract #GS-07F-8728D with additional open market items that exceed the threshold at FAR 5.101(a)(1). The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), has a requirement for the replacement and installation of the building automation head end control equipment under GSA contract #GS-07F-8728D with additional open market items that exceed the threshold at FAR 5.101(a)(1). Installation for corresponding components is as follows, Installation of PXC Modular Controllers to replace outdated Network control modules and related NC, XRL's, DCM's, WORK STATIONS and related non compatible operating system components of the Morgantown NIOSH building L & H facility automation head end control system, the vendor will complete the Integration of existing Application Specific Controller to the PXC Modular Controller's FLN Network. Provide Database conversion of all current NC head end controllers currently on site and all related Programming of the PXC Controllers and start-up of the completed system. All current systems will be transferred into the new system including air handler systems, boilers, chilled water system, heating water systems, freezer and central plant alarm system, air flow control systems, fire alarm smoke control system, pumping systems, power systems and lab air flow information. Programming to be completed using PPCL Programming Language, Develop and Install new Graphics for all components connected to the system. Provide seamless connection to the current Siemens control system operating and controlling the facilities chilled water plant transferring operating system over to the new facility central PHX controllers. Upon completion of the installation, the installer must commission the system to ensure proper operation utilizing the manufacturer's proprietary NPDT system tool. The new system will be capable of sending remote alarm notification via E-Mail, text message or paging. As-built and cut sheets including 4 four sets updated drawings are to be provided at completion of the project. System component install and testing will be performed during normal business hours with the exception of critical plant systems the will be installed and tested during off hours (evening or weekend). Eight hours of Operator training will be provided upon completion of the replacement. The contractor will provide all labor and related material needed to install the new PXC controllers including the transfer of current device power wiring and all related sensor wiring. This project is supported by justification for GSA Limited Source Justification found on GSA E-Buy and a Sole Source Justification to Siemens Industry INC. under authority of FAR 13.106-1(b)(1) and FAR 8.405-6(b). Responsible sources that believe they possess the expertise and capabilities identified above are hereby afforded the opportunity to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, prior to an award of a federal contract. This is not a Request for Proposals; however, the Government will review any/all product, capabilities, and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1) and FAR 8.405-6(b), a delivery order and/or negotiations will be conducted with Siemens Industry INC., 1000 Deerfield Parkway, Buffalo Grove, IL 60089 as the only source.
