- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is NMAN7200-13-01256. The U.S. Dept of Commerce, NOAA SHIP RONALD H. BROWN, Charleston, South Carolina has a requirement for the vendor to provide installation labor, materials, cables and mounting hardware to install an upgrade maritime distress and safety system (GMDSS) to ships Furuno RC 1815 tabletop or equivalent to operate in sea area A4 on the NOAA Ship RONALD H. BROWN in accordance with the following statement of work. Statement of Requirements (SOW) 1. Global Maritime Distress and Safety System (GMDSS) UPGRADE Upgrade to Furuno RC1815 GMDSS table top or equivalent to operate in sea area A4. 1.1 Government -Furnished Material 1. Existing Antennae, cabling and reserve battery box will be reused. 1.2 Contractor-Furnished-Equipment (CFE) 1. INMARSAT-C MES GMDSS (QTY 1) 2. 150 Watt MF/HF GMDSS Compliant Radiotelephone with DSC (QTY 2) 3. 25W VHF SEMI-DUP R/T DSC GMDSS (QTY 2) 4. GMDSS Compliant Dot Matrix Printer, 24 VDC (QTY 2) 5. External Rectifier Unit with Automatic AC to Battery switching (QTY 1) 6. GMDSS Console, Less Equipment (QTY 1) 7. NBDP Telex Terminal Unit (QTY 1) 8. Rectifier, 110/220VAC to 24VDC, 20 Amps, with Automatic AC to Battery Power Changeover (QTY 2) 9. Battery Charger (Newmar PT-24-13 or equivalent) (QTY 1) 10. 90ah AGM Battery for Communications Standby Power Applications (QTY2) 11. 28' SSB, Two Piece, Mast Mount (QTY 1) 12. NMEA Buffer (EA Manufacturing BUF-2A or equivalent) (QTY 1) 13. Misc Materials: coax for 2nd set MF/HF antennas, Mounting, Termination & Commissioning 1.3 Requirements. Contractor shall provide installation labor, installation materials & cables, mounting hardware. Install the Contractor supplied GMDSS system in accordance with the manufacture's references and the following: 1. Remove the existing VHF DSC radios from the Pilot House. 2. Remove the existing GMDSS suite from the radio room located behind the Pilot House. 3. Remove the existing battery charger and rectifier from the radio room. 4. Mount new RC1825 tabletop GMDSS suite, mount power supplies and pull second SSB radio cables & new single SAT C antenna cable. 5. Connect/ interface the GMDSS suite wiring and auxiliary input sensors (GPS). 6. Commission and configure the GMDSS suite for proper operation. 1.3 Quality Assurance. 1. The Contractor shall perform a FCC GMDSS Survey using the American Bureau of Shipping (ABS) Check Sheet on SOLAS Surveys-SLR/ GMDSS and demonstrate all tests after installation of the GMDSS systems to the vessel Commander Officer or to the NOAA Contracting Officer Technical Representative (COTR) Note: Return the removed GMDSS equipment to the COTR. END OF ITEM VENDORS WHO QUOTE OTHER THAN FOB DESTINATION, SHALL PROVIDE AND ESTIMATE OF SHIPPING CHARGES WITH THEIR OFFER. PLACE OF PERFORMANCE NOAA Ship RONALD H. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the System for Award Management (SAM) to be considered for an award of a federal contract. For information regarding registration in SAM contact the SAM website at www.sam.gov. The FSC for this is 5810 and the NAICS Code is 334511, small business size standard is 750 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. FAR 52.212-3, Offeror Representations and Certification-Commercial Items (FEB 2012) --Offerors must include a completed copy of its provision with their offer or complete only paragraph (j) of the provision if the offeror has completed the annual representation and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website; the offeror shall complete only paragraphs (b) through (i) of this provision; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (FEB 2012) applies and the following additional FAR clauses cited in the clause at paragraph (b) are applicable to this acquisition, as such consider the following clauses checked, (4), (17), (23), (26), (28), (29), (31), (38), (40i), (42) and (47). The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
