- PRESOLICITATION NOTICE CONSTRUCTION CONTRACT --- SNAKE RIVER HOTSHOT FACILITY-- PROJECT DESCRIPTION: The Bureau of Land Management (BLM) requires construction of the approved drawings and specifications for construction of the Snake River Hotshot Facility. The completed facility will be a building and associated infrastructure which has a truck bay component and a staff operations component. -- A.The Work consists of but is not limited to the following: 1.The Work includes construction of a new Hotshot Building, including office, carrier bays and mezzanine space: and associated site development including new utilities, parking, landscaping, and fencing. 2.Project is designed to comply with a Certification Level according to the U.S. Green Building Council's Leadership in Energy & Environmental Design (LEED) Rating System. Building will not be certified at the time of construction, but at a later date. B.The work requires construction personnel to be skilled in architectural work, steel building construction, earth moving, and site preparation, and with knowledge of LEED building certification process. Overall building code is governed by the International Building Code; however many other related codes apply to the building and site work. -- LOCATION: 4530 Cliffs Drive, Pocatello, ID 83204 -- CONSTRUCTION MAGNITUDE: The construction magnitude is between $1,000,000 and $5,000,000. -- OTHER INFORMATION: Solicitation no. L13PS00604 to include all attachments should be made available on or around the 15th calendar day after the issued date of this pre-solicitation notice and will only be available electronically through Fedconnect.net. A link to Fedconnect is located on FBO.gov. -- APPROXIMATE DATES: The government anticipates a contract length of 270 calendar days for construction and 90 calendar days for weather delays for a total contract length of 360 calendar days. The solicitation will be issued as a request for proposal (RFP) utilizing FAR Part 15, best value source selection process. The government anticipates release of the solicitation on or about 1 July 2013, with a projected closing date of 31 July 2013. These are projected dates and are subject to change. Interested contractors must be registered in the SAM (previously CCR and ORCA), which can be found at https://www.sam.gov/portal/public/SAM/.-- All responsible sources may submit a proposal which shall be considered by the agency. Responsibility is defined by Federal Acquisition Regulation Subpart 9. -- CONTACT INFORMATION: The BLM point of contact for this requirement is Marcia Fox, Contracting Officer at mgfox@blm.gov.-- SET-ASIDE INFORMATION: The solicitation will be a competitive Total Small Business set-aside for qualified Small Business vendors only. The associated North American Industry Classification System Code (NAICS) code for this acquisition is 236220, Commercial and Institutional Building Construction, a small business size standard of $33,500,000.
