Vessel Characteristics Performance work Statement TERMS AND CONDITIONS SF-18 VESSEL CHARTER This is a combined synopsis / solicitation for vessel charter. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located at 8901 La Jolla Shores Drive, La Jolla, Ca. intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. (1)The propose contract is to provide a commercial vessel charter for Rockfish tagging and equipment deployment and recovery including fishing supplies, fuel,oil, insurance and meals. (2) Construction of concrete moorings to be deployed by the charter vessel. Descending devices will be used to recompress cowcod and bocaccio (two species in Southern California that drive the majority of management decisions) in order to assess their survival following capture and barotrauma. Long-term survival will be assessed by outfitting captured fish with externally attached VEMCO V9AP (acceleration/pressure) acoustic transmitters (as shown for a bocaccio tagged in our 2011-2012 study in Fig. 1). These tags measure fish activity, or acceleration, on three axes (i.e., forward/back, up/down, left/right), as well as ambient pressure (which is converted to a measure of fish depth). Using both measurements, we can determine if a recompressed fish is actively swimming (i.e., invoking the accelerometer and changing depths) or lying dead on the bottom (zero acceleration and no changes in depth). The extended battery life of these tags (>120 days) will allow for long-term monitoring for potential delayed mortality. Tagged fish will be monitored by an acoustic receiver array on the 43-fathom bank that consists of VEMCO VR2W receivers that listen for and record acceleration and pressure data emitted from each tag. A boat charter is needed to deploy and retrieve VEMCO receivers as well as to capture and tag rockfish. The North American Industry Classification System Code (NAICS) of this procurement is 483212 with a small business size standard of 500. The Government intends to award a firm fixed price contract with period of performance commencing from date of award approximately July 1, 2013 to June 30, 2014. Interested parties must respond to this announcement within fifteen (15) calendar days of its publication.
