- Updated Solicitation_SOW - BPA Vehicles Final Updatedcombined synopsis solicitation doc Final BPA Questions Answers This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13.5 and the format in 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ) and the reference number is PC-13-Q-001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. The Quoter must quote on an all or none basis. Written quotes are required (oral offers will not be accepted). Submission of quotes must be in accordance with FAR 52.212-1, Instructions to Offerors, Commercial Items. Award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106-2. Please include CAGE Code, DUNS, Tax Identification Number, FOB Point, and Discount Terms. The NAICS Code is 441110 and the size standard in number of employees is $29,000,000.00. Quotes shall be submitted electronically as described in the SOW. Questions regarding this Solicitation must be submitted in writing to Rob Gray at rgray@peacecorps.gov, and Fabiola Bellevue, at fbellevue@peacecorps.gov no later than 2:00 p.m. on June 4, 2013. All Quotes are due no later than 2:00 p.m. on 27 June, 2013. Quotes must be submitted to both Rob Gray at rgray@peacecorps.gov, and Fabiola Bellevue, at fbellevue@peacecorps.gov in order to be considered. Quotes must include the vendors DUNS Number, a complete copy of any vendor terms and conditions, and Vendor business size designation. Vendors shall ensure that the Peace Corps will be considered the first registered owner of the vehicle for purposes of the manufacturer’s warranty Submissions should be provided in workable files that are unlocked/unprotected. Electronic file submissions that cannot be readily opened by the Peace Corps will be considered non-responsive. The following commercial item clauses and provisions apply to this acquisition: 52.212.1, Instructions to Offerors-Commercial Items, 52.212-2, Evaluation—Commercial Items, 52.212-4, Contract Terms and Conditions—Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. Quoters are advised to include a completed copy of the attached provision 52.212-3, Offeror Representations and Certifications—Commercial Items with their offer. If the Quoter has a current and complete online Representations and Certifications—Commercial Items under SAM, they shall so indicate in their response. The Government intends to award multiple award BPAs up to a maximum of 4 resulting from this solicitation to responsible Quoters whose Quotes conform to the solicitation and will be most advantageous to the Government.
