Description
DLA Distribution, New Cumberland, PA has a requirement to establish a Requirements Contract to supply Recycled Bogus Paper to multiple locations. The Requirements Contract will be awarded for a Base Year and Two (2) Option Years for delivery of bogus paper to destinations located in Zones 1 and 2, which are defined as follows: Zone 1: Alabama, Arkansas, Connecticut, Delaware, Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Tennessee, Vermont, Virginia, Washington, D. C., West Virginia, Wisconsin. Zone 2: Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Utah, Washington, Wyoming. Destinations within the zones include, but are not restricted to, Defense Logistics Agency (DLA) Distribution sites located in the continental United States (CONUS). A detailed list of CONUS DLA Distribution sites in each zone by state, with the associated DoDAAC (DoD Activity Address Code), will be included in the solicitation. This solicitation is Unrestricted; the NAICS Code for this procurement is 322121. The tentative time frame for issuance of the Request for Proposal (RFP) SP3300-13-R-0017 is on or around July 3, 2013. The solicitation will establish the RFP due date and time. Access to the solicitation will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed. Any questions concerning this requirement should be directed to the Contract Specialist, Dan Herring, at daniel.herring@dla.mil. All questions should be submitted in writing via email to the above. Prospective offerors are cautioned concerning their responsibility to access the FedBizOpps website for any amendments that may be issued under the RFP. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the FedBizOpps website frequently to check for any amendments. Amendments may be issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. This solicitation includes provision 52.215-9023, Reverse Auction. A reverse auction may be conducted. As soon as offerors are notified of the auction they are encouraged to access the Procurex system, register and review the Reverse Auction tutorials at https://dla.procurexinc.com to learn how to participate in an auction. To receive awards resulting from solicitations issued after May 31, 1998, contractors must be registered in the Central Contractor Registration (CCR) database. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.acquisition.gov/ or www.sam.gov. Prospective contractors shall also complete electronic annual representations and certifications at www.sam.gov in conjunction with required registration in the CCR database. All responsible offerors may submit a proposal which shall be considered by this agency. The Government intends to award one contract as a result of this RFP. Award will be made to the lowest price technically acceptable offeror. An offeror must be determined responsible according to the standards of FAR Subpart 9.1 to be eligible for award.
