- This solicitation is a sole source acquisition notice for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Kennedy Space Center (KSC) has a requirement for Hydrostatic Testing and Re-Certification of two of NASAs Compressed Gas Tube Semitrailers at Vandenberg Air Force Base (VAFB). This notice is being issued as a Sole Source Request for Quotation to United Paradyne Corporation (UPC), Santa Maria, CA for the hydrostatic testing and re-certification of NASAs compressed gas tube semitrailers, GT-104 and GT-108, in accordance with the attached Statement of Work. UPC is under contract as the sole operator of the high pressure gas depot at VAFB. The Air Force will not allow access or allow other operators at the Air Force controlled depot. UPC is one of a very limited national field of suppliers able to supply services that satisfy NASA requirements. UPC is the only supplier qualified on VAFB to conduct re-certification of a high pressure tube bank trailer. UPC is the only contractor certified by the Air Force to off-load and load high pressure gas directly on site. The task of off-loading and refilling the tank is integral to the recertification and must be completed on site. Period of performance for the hydrostatic testing and re-certification of NASAs compressed gas tube semitrailers is July 1, 2013 to September 30, 2013. Quotation must reflect that the period of performance can be met. Evaluation criteria are technical acceptability and overall lowest cost. It is critical that offerors provide adequate detail to allow evaluation of their offer. (See FAR 52.212-1(b)). Offers for the items(s) described above are due by June 20, 2013, 4:30 PM (EST) via email to maile.t.krienke@nasa.gov. Interested organizations may submit their written quotation or written detailed capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 PM EST on June 20, 2013. Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Questions must be received in writing (email) by 12:00 PM EST on June 17, 2013, to the identified point of contact. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note 'B'. The provisions and clauses in the RFQ are those in effect through FAC 2005-66B. The NAICS Code and the small business size standard for this procurement are 541330, $14,000,000 respectively. The offeror shall state in their offer their size status for this procurement. The DPAS rating for this procurement is DO-C9. Offers must include solicitation number, FOB destination to VAFB, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. These representations and certifications will be incorporated by reference in any resultant contract. Prospective offerors shall notify this office of their intent to submit an offer.
