Description
Combined Synopsis / Solicitation This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is OPM2013Q0007 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-66 dated April 1, 2013. The North American Industrial Classification System (NAICS) code is 611430, and the small business size standard is $10 million. This procurement is being reserved exclusively for Small Businesses in accordance with FAR Part 19. The U.S. Office of Personnel Management (OPM) launched the "Innovation Lab" in March 2012 and soon after initiated the "build" of an incubator or small start-up, OPM's Innovation Practice. After fourteen months of hard work to build the Human Centered Design (HCD) Practice and further develop the Innovation Practice into a full functioning facility that provides services to OPM as well as other Federal Agencies, it now needs to expand its capability and capacity. OPM's Innovation Practice aspires to develop human-centered design capabilities within the Federal workforce through workshops and project-based problem solving, direct learning, and project-based learning. Human Centered Design - defined as the discipline of developing solutions with the focus on the end-user and in the service of people - has been identified as a core skill-set and discipline to spread throughout the Federal workforce. In 2012, OPM invested in Human-Centered Design certifications for approximately 10 employees. We have now identified a need to take this one step further and to have two (2) members of OPM's Innovation Design Team certified as HCD Instructors to teach the HCD discipline. The Innovation Practice would then train other Federal employees in Human-Centered Design and this is not possible without a licensing and curriculum agreement. In support of this mission, the selected contractor shall be required to provide training to two (2) selected OPM employees resulting in HCD Instructor certifications and an ability to teach HCD. Additionally, OPM requires a licensing agreement and curriculum to pull from in order to run HCD Introductory Workshops. The Instructor Certification and Licensing/Curriculum are extremely critical in order for OPM's Innovation Practice to run HCD Introductory Courses and develop HCD capabilities within the Federal workforce. Moving forward, these activities are at the core mission and focal point of the Innovation Practice. OPM intends to award one Fixed Price Purchase Order to the offeror that represents the best value to the government. The Period of Performance (POP) shall be one year. The base period will begin on or near the date of award. Only e-mailed requests for additional information will be accepted at Vito.Bertucci@opm.gov through 12:00 PM, EST, June 18, 2013. Offerors are invited to submit their quotations to the Office of Personnel Management's (OPM) Contracting Group in response to this notice by 4:00 PM Eastern Standard Time (EST), June 24, 2013. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to Vito.Bertucci@opm.gov. Technical and Pricing quotations MUST be in two separate volumes. Each of the parts shall be separate and complete, so that evaluation of one may be accomplished independently of and concurrently with the evaluation of the others. If your technical and price quotation is not submitted in two separate files, your response to this solicitation will be considered non-responsive and withdrawn from consideration.
