- Response to Questions Second Draft RFP The purpose of this amendment is to provide responses to questions and comments received on the first draft Request for Proposal (RFP) published on March 18, 2013, publish a second draft of the RFP, and reopen the period for receipt of questions and comments to 5:00pm EST, June 24, 2013. As stated in the initial announcemnet, PROPOSALS ARE NOT SOLICITATED UNDER THIS SECOND DRAFT RFP. However, NIH Information Technology Acquisition and Assessment Center (NITAAC) will consider the suggestions and questions received in developing a Final RFP. Interested parties submitting questions and comments must follow the guidelines detailed in paragraph (2. Purpose) above and use the CIO-CS Q&A Template attached to the original announcement. Please note that because any questions or comments submitted are in response to a draft RFP, the government is under no obligation to respond to them.
