The Air Force Life Cycle Management Center, Aerospace Management Systems Division hereby requests that the Contractor submit a proposal, in accordance with this letter of instruction and all its attachments. The scope of this effort is to obtain a source capable of meeting the requirements for providing a German Automated Protocol Exchanger (APEX) System. This effort will provide the Standard Terminal Automation Replacement System (STARS) the capability to interface with host nation Area Control Centers (ACCs) at OCONUS installations in accordance with the Statement of Work. In accordance with FAR 19.50, this solicitation has been reviewed and is considered a small business set aside. The opportunity to submit proposals for this acquisition shall be open to small businesses only. The NAICS code for this acquisition is 334511. The proposal shall include Contractor Service - Travel, Contractor Service - Labor Hours, Interim Contractor Support, and Contract Data. The Period of Performance of the contract will begin from the date of contract award and expire seven (7) months after contract award. The proposal shall be valid until 31 September 2013. The Government intends to award this contract in Q4 of CY2013. The Government reserves the right to award a contract without discussions. Contractors should submit their best proposals encompassing both technical capability as well as cost and price Notice to Offerors: Funds are presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. The Government requests that the offeror's proposal in response to this RFP be submitted to the undersigned NLT noon on 15 July 2013.
