- Statement of Work For the Request for Information of an Implementation Plan to Provide an Alternate Route of Communications into the Pantex Plant NOTE: This is a Request for Information Only Background Babcock & Wilcox Technical Services Pantex, LLC (B&W Pantex) is the co-operator of the Department of Energy/National Nuclear Security Administration's (DOE/NNSA) Pantex Plant. B&W Pantex is conducting a project to research the possibilities of implementing alternatives to traditional phone line communication service for the B&W Pantex and NPO Pantex sites in the case of a telephone outage. Scope This purpose of this statement of work (SOW) is to request options for alternate routes of communication for 4 - Primary Rate Interface's (PRI) local incoming and outgoing calls (no long distance), 2 - Federal Technology Service (FTS) PRI's with 46 lines long distance, OC-12 622mbs Internet, WAN connectivity to other sites and world wide web, DS-3 45mbs Federal Government sites, and T-1 1.544mbs Emergency Operations connections. The successful respondent will prepare a design and implementation plan to provide an alternate route of communications into the Pantex Plant for the listed services. The alternate route must not be susceptible or realize the same service interruption risks at the same time. It is preferred that alternate routes be active during normal operations for load balancing unless significant cost savings can be presented for a passive implementation. Some listed services, during an interruption event, can be degraded down to minimal operational levels (variable) as indicated by the percentage next to the service. The alternate route for communications must not utilize the same path current services traverse into the plant. Listed Services : SERVICE AVAIL. % FOR ALT. ROUTE COMM. (2) The respondent will detail expected service levels for each design solution suggesting a most cost effective solution. Both short and long term design solutions must be addressed. (3) The successful respondent will provide service monitoring and reporting with immediate notification for planned and unplanned interruptions.
