- Wage Determination Drawings Specifications Bid Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation number AG-5D21-S-13-0004 is being issued as a Request for Quotes (RFQ) and a written solicitation will not be issued. This is RFQ is a TOTAL SMALL BUSINESS set-aside. The applicable North American Industry Classification System (NAICS) code is 115112 with the small business size standard being $7 million. This solicitation includes provisions and clauses in effect through Federal Acquisition Circular 2005-66. These include, but are not limited to (a) 52.212-1, Instructions to Offerors-Commercial; (b) 52.212-2, Evaluation-Commercial Items; (c) 52.212-3, Offeror Representations and Certifications-Commercial Items, which must be submitted with the offer; (d) 52.212-4, Contract Terms and Conditions-Commercial Items; and (e) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Quotes are due by 3:00 p.m. EDT, July 12, 2013, at USDA-NRCS, Attn: Contracting Officer, 3001 Coolidge Road, Suite 250, East Lansing, Michigan 48823. Quotes submitted via facsimile will be accepted. QUOTES SUBMITTED VIA E-MAIL WILL NOT BE ACCEPTED. The work on this project will consist of establishing a cool season grass cover crop on fallow land on portions on an existing WRP easement (approximately 465 acres) in Ingham County, Michigan. Items of work include, but are not limited to, mobilization, discing, spraying, seed drilling, pollution control, removal of water, contractor quality control, and demobilization. See Specifications and Drawings for additional information. The Government plans to award a FIRM FIXED PRICE contract resulting from this solicitation to the responsible contractor whose quote conforms to the solicitation and will be most advantageous to the government. The anticipated award date is on or before July 16, 2013. The Government is planning a pre-bid conference and site visit, during which time potential bidders may obtain a better understanding of the work required. The Government assumes no responsibility for any expense incurred by the bidder prior to contract award. The conference will be held on June 25, 2013 at1:00 PM, Eastern Daylight Time (EDT). All attendees will meet on the lawn at the Stockbridge Township building, 125 S. Clinton Street, Stockbridge, MI 49285, prior to the site showing. Submission of Quote: In order to receive complete consideration for award of a contract, prospective contractors are requested to submit the following in their bid package: Name, Address, Telephone Number, Point of Contact, DUNS Number, and CAGE Code for the contractor. Please also include the completed Bid Schedule and completed Representations and Certifications that were completed online within SAM. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: All prospective contractors must register at https://www.sam.gov, to be considered for award of a federal contract. There are not costs associated with registering in SAM.
