- THIS SOURCES SOUGHT IS BEING ISSUED FOR PLANNING AND MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT. The Connecticut National Guard is seeking contractors who are capable of providing an Automated Tool Control (ATC) System located at a CT Army National Guard facility in Groton, CT 06340. ATC System consists of: - ATC 54IN W/CASTERS 110V, 10 each - ATC 36IN W/CASTERS 110V, 10 each - ADMIN SOFTWARE W/BADGE SCANNER, 1 each - ATC EXTENDED SERVICE PLAN (Options) System requirements: - 10 Sets of tool boxes on casters to support 935 individual hand tools each set. Design/layout will leave enough open space for one empty drawer in each set for future expansion. - Tool pockets will be precision cut in foam and etched with tool part number. - System will utilize digital imaging scanning for tool check out/in. - System will not require modification of tools or attachment of RFID/Barcode labels. - System will be networkable and management software included. Management software requirements: - Provide customizable access control to authorized users thru individually assigned badges. - Record tool usage history by user and tool box. - Report lost/overdue/unreturned tools via e-mail to assigned administrators. - Provide for tool status reporting for the following conditions: Normal, Lost, Repair Requested, Replacement Requested, Calibration Requested, Inspection Requested, Out for Calibration/Inspection, Not Received, Not Available. - Allow for re-programming/reimaging of drawers when reconfiguration of tool layout is required. The planned NAICS (North American Industry Classification System) code for this requirement is 332216. All interested Contractors shall provide in writing, a notice stating their positive intention to submit a bid no later than 17 June 2013. This notification, which shall not exceed five (5) typewritten pages, must include: (1) Positive statement of intent to bid. (2) A completed and signed Sources Sought Information Request Form (attached). Contractors should indicate their interest to the Contracting Officer, in writing as early as possible, but no later than 4 p.m., 17 June 2013.
