- REQUEST FOR INFORMATION (RFI) Innovation #20588 Multi-Sensory Environment (MSE) Training This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA's requirements for Multi-Sensory Environment (MSE) Training. The Department of Veterans Affairs (VA) requires Multi-Sensory Environment (MSE) training in support of Veterans with Alzheimer's Disease and Related Dementias (ADRD) as well as other debilitating mental illnesses that are usually required to reside on a locked unit when they become residents of the VA's Community Living Centers. If interested, please submit a Capabilities Statement, limited to 10 pages for your company, your teammates and or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 611430. Also, please indicate if there are existing contract vehicles through which your product/services may be acquired (i.e. Federal Supply Schedules, Government-Wide Acquisition Contract) and if you, your teammates and/or subcontractors are a service-disabled Veterans-owned small business or a Veteran-owned small business. The Draft Performance Work Statement (PWS) is attached. Responses should also address the following questions: 1.Does the draft PWS provide sufficient information to provide a Fixed Price proposal? If not, what additional information is required? 2.For estimating purposes only, what is a rough order of magnitude (ROM) for this effort as described in the draft PWS? 3.What is your company's philosophy about the use of therapeutic interventions and MSE/Snoezelen Rooms? 4.What are the benefits for residents engaging in a MSE/Snoezelen Room? 5.Will your company provide on-site training to staff members that clearly defines: a.How to engage residents while utilizing the MSE/Snoezelen Room 6.What model does your company use in identifying the stages of dementia? 7.Will handouts/manuals be provided so the facility can keep them on record? 8.Will your company provide on-site training for practitioners to become certified trainers? Please submit responses no later than 1:00pm EST on June 24, 2013, via email to kimberly.flynn1@va.gov.
