- Description
- The Naval Medical Logistics Command (NMLC), on behalf of the Naval Health Research Center (NHRC) located in San Diego, CA, intends to issue a Request for Proposal. The proposed acquisition is to provide scientific support services to perform research for the prevention of HIV and AIDS and provide programmatic expertise for specific countries, to be determined, on HIV/AIDS prevention, care, and treatment programs to support the Department of Defense HIV/AIDS Prevention Program (DHAPP) and the President ™s Emergency Plan for AIDS Relief (PEPFAR). The scientific support services are for supporting HIV/AIDS prevention and education programs on a global scale. DHAPP ™s mission is to reduce the incidence of HIV/AIDS among uniformed personnel across the globe. DHAPP assists partner militaries in development and implementation of military-specific HIV prevention programs in collaboration with other U.S. Government, nongovernmental organizations, and United Nations programs. As Executive Agent, the DHAPP Management Office at NHRC provides day-to-day direction of the DoD effort to foreign militaries in over 70 countries worldwide. DHAPP prepares and delivers periodic reports and provides the results of assessments to the Office of the Global AIDS Coordinator and the Deputy Assistant Secretary of Defense for Clinical and Program Policy. Offerors must have an approved accounting system for performance on a Cost-Plus-Fixed-Fee contract and a security clearance level of UNCLASSIFIED. Expectation is that this is a 15,360 hour (or less) effort over a period of one year, with the possibility of extensions out to 36 months. On-site performance is required in San Diego, CA with significant performance taking place in designated Outside of Continental United States (OCONUS) in over 70 countries within Africa, Latin America, and/or Asia. This acquisition will be conducted using full and open competition, utilizing policies and procedures in the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The Government anticipates the issuance of a single, cost plus fixed-fee contract. The contract is anticipated to have a 36-month period of performance for services, inclusive of planned option periods. It is anticipated that this procurement will be solicited unrestricted. However, the Government reserves the right to change the solicitation procedures. If for any reason, there are no successful proposals, the Government reserves the right to re-open the solicitation. A solicitation will be posted on or about 02 July 2013 to the Navy Electronic Commerce Online, NECO (https://www.neco.navy.mil/index.aspx) and Federal Business Opportunities, FBO (https://www.fbo.gov/). The incumbent contractor for these services is Research Triangle Institute.
