Description
THIS REQUEST FOR INFORMATION IS BEING ISSUED FOR PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS REQUEST FOR INFORMATION. The Product Manager for the Decontamination Family of Systems (DFoS) under the Joint Project Manager for Protection (JPM P) is conducting a market survey to identify potential Dial-A-Decon formulations, technologies and systems that could benefit the Warfighter by mitigating hazards associated with Chemical and Biological Warfare Agents (CBWA), Non-Traditional Agents (NTAs), Toxic Industrial Chemicals (TICs) and Toxic Industrial Materials (TIMs). Specifically the DFoS Product Manager is requesting information on: - Prototype formulations/technologies/systems that can be used as a family of decontaminants with the ability to be adapted by Warfighters as an on-demand capability to best target specific threats and materials across a wide range of environmental conditions. - Decontamination solutions that can be generated on-site to reduce the logistics burden while allowing for overall response tailorability. - Dial-A-Decon formulations that achieve thorough decontamination against traditional and non-traditional Chemical, Biological, Radiological, and Nuclear (CBRN) agents and TIC/TIM threats on equipment, vehicles, terrain, interiors and exteriors of fixed facilities, aircraft and ships. - Prototype systems capable of mixing and applying various decontamination formulations. - Prototype Dial-A-Decon technologies/formulations/systems that minimize degradation to military equipment, hazards to both personnel and the environment, and not produce uncontrollable residual hazards during the decontamination process. - Prototype Dial-A-Decon technologies/formulations/systems that are compatible with and do not interfere with standard fielded detectors (i.e., M8 CW Agent Detector Paper, M9 CW Agent Detector Tape, Joint Chemical Agent Detector (JCAD), Improved Chemical Agent Monitor (ICAM), Improved Point Detection System - Lifecycle Replacement (IPDS-LR)). - Prototype Dial-A-Decon technologies/formulations/systems that do not degrade or affect the performance of Individual Protection Equipment (IPE) to a level of unacceptable risk, or present any uncontrolled safety hazards to personnel in appropriate Individual Protective Equipment. - Cost for all technologies/formulations/systems described, including economies of scale. Specifically, products and/or technologies that are a Technology Readiness Level (TRL) of 4 are preferred. (TRL definitions are listed in the Chemical Biological Defense Program (CBDP) Technology Transition Handbook; 20 July 2005). Specific information requested on each of the Dial-A-Decon formulations, technologies or systems includes: - Performance and Efficacy Test Data including but not limited to: * Chemical surety agent data (e.g. residual agent data, reactor studies, contact hazard and vapor hazard testing) * Live biological agent data/reports * Material/equipment compatibility data * Shelf life/pot life/by-products * Water compatibility (e.g. brackish, salt, fresh) * Vertical draw capability * System preparation time - Material Safety Data Sheet (MSDS) - Environment, Safety and Occupational Health - Coverage Area - Reliability, Availability and Maintainability (RAM) - Weight (MIL-STD-1472F) and Logistics Footprint of System - Instructions for Use (i.e. vendor proposed Concept of Operation) - Restrictions on Storage/Transportation - Restrictions on operations in varying environmental conditions (MIL-STD-810G) POINT OF CONTACT (POC) Interested parties shall submit information in response to this RFI to: Joint Project Manager for Protection ATTN: Erica Howell 50 Tech Parkway, Suite 301 Stafford, VA 22556 Questions concerning this RFI may be addressed by contacting: Veronica St. Claire Science & Technology support for DFoS, JPM P (540) 845-7668 veronica.stclaire@us.army.mil Responses shall be received NLT 1600 16 July 2013. Documents shall be electronic in Microsoft Word, Excel, Power Point, and/or Adobe Professional format and provided on compact disk (CD). No telephonic responses to this RFI will be considered. Where the vendor deems appropriate, hard copies can also be submitted as backup and/or support information. ADDITIONAL INFORMATION: All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suitable for military decontamination operations as described herein shall submit all supporting documentation requested by this solicitation to the POC noted above.
