- Request for Information (RFI) Number W9128F-13-S-E115, Tenant Renovations Secure Facilities (TRSF). This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. Response to this RFI is strictly voluntary and will not affect any firm or corporation's ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractors' information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. This Sources Sought is open to all businesses, regardless of size. The NAICS code for this action is 236220 Commercial and Institutional Building Construction 236220 - This industry comprises establishments primarily responsible for the construction (including new work, additions, alterations, maintenance, and repairs) of commercial and institutional buildings and related structures, such as stadiums, grain elevators, and indoor swimming facilities. This industry includes establishments responsible for the on-site assembly of modular or prefabricated commercial and institutional buildings. Included in this industry are commercial and institutional building general contractors, commercial and institutional building for-sale builders, commercial and institutional building design-build firms, and commercial and institutional building project construction management firms. This Sources Sought Notice is part of the market research activities, and your responses are requested to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality construction services on time and within budget. The Omaha District of the U.S. Army Corps of Engineers is seeking sources to perform Construction actions for DOD tenant renovations located in secure spaces located within: (1) U.S. Embassies worldwide; (2) DOD Installations CONUS/OCONUS. Construction activities specifically are for the renovation of existing facilities to meet United States Government (USG) accreditation requirements in accordance with ICD-705 Technical Specifications for construction and management of sensitive compartmented information facilities. Scope of work includes but is not limited to: Removal/replacement of walls/doors/windows; Installation of: Secure communication networks, Filtered/unfiltered power, Mechanical systems for server rooms/ occupied space, Construction of secure rooms, and Related tenant requirements including office furnishings. Contractor Requirements include but not limited to: All renovation actions located in U.S. Embassies will require a permit that will be issued by Department of State (DOS), Overseas Building Operations (OBO); Requirements may include incidental design and site investigation work to accomplish project objectives; Requirements also will require construction phasing plans during renovation while the suite is occupied; All OCONUS construction materials will required to be purchased in the United States and shipped to location and will require approval via an acceptance of a secure shipping plan by DOS Bureau of Diplomatic Security (DS) ; The Contractor will be required to submit a General Shipping Plan, a Bill of Material and an Individual Shipping Plan for Government approval.; Contractor will be responsible for compliance with USG Construction Security Plan(s); Contractor will be responsible for all activities relating to travel and per diem which includes medical, visas, travel arrangements, documentation, submissions required for travel, all per diem and lodging, and travel to and from site. Task Orders issued under a proposed IDIQ contract will be Firm Fixed Price and based on 100% Design Documents. This Sources Sought Notice is part of the market research activities, and your responses are requested to identify potential sources that have the knowledge, skill, experience and past performance to deliver quality services on time and within budget. Potential sources are requested to participate in a questionnaire available at: https://www.surveymonkey.com/s/TRSF The Corps is especially interested in your current CAGE Codes for receiving, classifying, storing and work with and if necessary, preparing documents of a sensitive or classified nature. SUBMISSIONS Capabilities and response submittals must be received no later than close of business on 17 July 2013 via survey monkey at https://www.surveymonkey.com/s/TRSF. Any information submitted is voluntary. 1. Interested firms having the capabilities necessary to execute the aforementioned Scope Requirements should participate in the survey. 2. This RFI is for planning purposes only and is not to be construed as a commitment by the Government to pay for information submitted in response to this request. Respondents will not be notified of the results of the market analysis and debriefings will not be available. It is the reader's responsibility to monitor the Fed Biz Ops for any resultant or future solicitation package (s) that may be issued. 3. Results of the market research will be used to satisfy Parts 5, 10 and 19 and other applicable parts of the Federal Acquisition Regulation (FAR) and associated directives and guidance. Specifically, the results of the research will be used to analyze, evaluate, determined and document the capabilities and capacity of contractors to provide services as described in the Scope of Requirements. The information gathered may be used by the Government in a variety of ways such as to document formal acquisition plans, prepare benefit and cost-type determination and justifications, and to determine industry best practices, technical and acquisition approaches. This is an RFI to be used in planning a future acquisition, please do not send in any cost proposals or cost information. Request for proposals, if and when issued, will be available via the Internet at www.fedbizopps.gov. As such, it is the potential offerors responsibility to monitor the above mentioned sites for the release of any additional information.
