Description
This is a notice of intent to sole source. The U.S. Army Corps of Engineers, Jacksonville District, intends to issue a sole source contract to Eaton Corporation of Raleigh, North Carolina, for preventive maintenance services and full battery replacement for the Uninterrupted Power Source (UPS) located within the Prudential Building at 701 San Marco Blvd. Jacksonville, Florida. In accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is a follow on contract for the continued provision of highly specialized services. Award to any other source would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. If there were to be an interruption in current Jacksonville Electrical Authority (JEA) services, the Jacksonville Districts only backup source for computer power backup is the Powerware 160K VA UPS system. Without preventative maintenance, there is no guarantee the system is 24/7 functional for future JEA interruptions. The existing batteries have reached the end of the life cycle of three years. Eaton Poweware is the original manufacturer of the UPS equipment, and is the only provider of the factory supported, factory trained, factory authorized, and factory certified servicers for the UPS equipment. Currently, the PowerCorp is already linked to the Districts UPS by computer in North Carolina. Powerware is the sole provider for procurement and service of the Powerware UPS. Powerware local representatives service and monitor the existing systems in the Prudential building in which the Jacksonville Districts Powerware UPS is linked to. The services must be obtained from a Powerware factory authorized representative to maintain the manufacturer's warranty on the current Government owned UPS.
