- Description
- NASA/GSFC has a requirement for the cleaning, inspection and repair of the Global Precipitation Measurement (GPM) solar array panels which will provide electric power for the GPM spacecraft. NASA/GSFC intends to purchase the items from EMCORE Corporation, pursuant to FAR 13. 106, for the acquisition of supplies or services determined to be reasonably available from only one known source.To insure proper operation, the solar array panels will require cleaning and visual inspection to find any damage that may have occurred during integration and testing with the spacecraft. Any damage found to be of significance will need to be repaired to bring the solar panels back to full operating condition. Spare solar cells and parts also need to be retained and stored by the Contractor until after the launch of the GPM spacecraft to properly handle possible future repairs. If damage is found to solar cells, cover glasses, interconnects, or any other component on the solar panels, the Contractor may repair or replace such damaged component(s). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 29, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
