Description
Attachment 1 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the V-22 Joint Program Management Office (PMA-275) or Naval Air Systems Command will contract for the items contained in the RFI. PMA-275 is seeking information to support the V-22 aircraft which is equipped with a high pressure hydraulic system. A requirement exists to manufacture replacement thin walled Titanium (Ti) hydraulic tubing and Stainless Steel (CRES) tubing at the organizational and intermediate repair levels. The tube bending tolerances for the aircraft have been specified by Bell Boeing, the engine Original Equipment Manufacturer (OEM), and the V-22 Fleet Support Team at NAS Cherry Point. PMA-275 is requesting information from industry for the purpose of identifying qualified contractors interested in bidding on a possible competition for an all electric, rotary draw style, CNC Tube Bender. The objective of this RFI is to determine if there is a commercial-off-the-shelf (COTS) or slightly modified COTS, all electric, rotary draw style, CNC Tube Benders available that would meet the general requirements of the following salient characteristics: •The die groove and tube's horizontal centerline is 45" or more off the floor •The bender must be able to bend in left hand, counter clockwise, and right hand, clockwise, directions •Modeling and simulation capability (built in or external, capable of verifying successful tube manufacture prior to the bending of a tube) •Bender is able to bend 21 V-22 bend categories (refer to attachment 1) where bend quality shall be easily achievable to meet the following criteria: o3% ovality or less for Ti tubing o5% ovality or less for CRES tubing oNeckdowns 5% or less of tube nominal Outer Diameter (OD) oMandrel Bumps: 2% or less of tube OD over tube OD surface oHeel Protrusion: 2% or less of tube OD over tube OD surface oScratch Depth: 0.002" or less oScratch Length: 0.060" or less oNo wrinkles oNo chatter marks •Machine moving axis accuracies: oY-Axis, Carriage Distance Between Bends (DBB): +/- 0.005" oB-Axis, Plane of Bend (POB): +/- 0.1 degree oC-Axis, Degree of Bend (DOB): +/- 0.1 degree oC-Axis Spindle TIR: +/- 0.002" •Driven Carriage Y-Axis and C-Axis Directional Motions that will not permit the Bend Cycle to start unless the Carriage is holding, via braking, the tube's linear position against the Bend Die's Tangent Mark at the programmed position. •The operator should have control over all machine elements interacting with the tube during the Bend Cycle, including: oClamp Die pressure oPressure Die pressure o"Pressure Die Assist" (PDA) pressure oPDA speed oMandrel tip position oBend speed oCollet grip pressure oMandrel Extractor's early mandrel withdraw timing •The CNC Control's PC shall: oUse a Microsoft Windows Operating System oBe network compatible with a Coordinate Measuring Machine (CMM) using RJ-45 ports and a CAT-5E two-way network cable oAccept operator entered bend programs in the Absolute LRA, MIL-D-9898 compliant format. oAccept a bend program created, and/or revised/corrected for spring back and elongation, by the networked CMM PC computer and imported into the bender's PC •Easily mountable and adjustable "Drop In" die tooling for quick set-up times •Clamp Die and Pressure Die shall be interlocking •Clamp Die and Pressure Die Hangers shall allow the heights of the dies to be adjustable via such devices as jackscrews (setscrews and jam nuts) •Mandrels shall be made from PEEK or Delrin Plastic •Mandrel diameter should equal tube inner diameter (ID) minus 0.004" •Mandrel rods shall be made from steel. •Pressure Fed Mandrel Lubrication compatible with Buckeye Lubricants' "Titan Lube #1129" (Halogen-Free) •Wipers shall be made from Ampco Bronze •Clamp Dies, Pressure Dies, and Bend Dies shall be made from supplier recommended tool steel and heat treatment •Maximum Tube over Mandrel Length: 12' •Maximum Carriage Travel: 10' •Minimum Bend Arm Rotation: 195 degrees •Automatic lubrication of Clamp Die and Pressure Die slides •Easily and rigidly secure mounted Wiper Die that allows repeatable location of Wiper Die Tip as it wears •Wiper Die mount that automatically moves or swings the Wiper Die out of the bending area to allow the tube-holding Carriage Collet to be almost touching the Bend Die. The Carriage Collet should move aft, out of the way, after the tube is grasped by the Clamp Die •The bender should have "Hitch" and "Feed" operation cycles that allow the tube-holding Carriage Collet to enter the "Pressure Die Interference" (PDI) zone where the Clamp Die holds the tube against the Bend Die, the Pressure Die opens to be out of the Carriage Collet's way, the Carriage Collet opens and moves away from the Bend Die then closes on the tube, the Clamp Die opens, the Carriage Collet feeds the tube towards the Bend Die, the Carriage Collet moves away from the Bend die and closes, the Pressure Die closes, the Clamp Die Closes, the Carriage Collet opens, and the Swing Arm rotates to make the bend Companies interested in participating in the all electric, rotary draw style, CNC Tube Bender RFI are asked to provide a synopsis of their knowledge, capabilities and experience with all electric, rotary draw style, CNC tube benders and detailing how the company's unit meets the salient characteristics. The Government requests that any replies also include photographs and sketches/drawings of the unit including dimensional information. NAVAIR will not pay respondents for any information generated for or provided in response to this RFI. Submit your response in a Microsoft® Word or compatible format document in no more than six (6) single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 4:00 PM on 17 July 2013. Responses should cite RFI number N68335-13-R-0270 and be addressed to the attention of Rene Brown at rene.brown@navy.mil. Respondents are notified that a formal solicitation MAY NOT necessarily result from this RFI. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside of the Government without written permission in accordance with the legend.
