Description
SOURCES SOUGHT NOTICE FOR TRIBAL CONSULTATION SERVICES This message constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO) is conducting market research to determine is any certified Service-Disabled, Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) that are also Native-Owned Small Businesses capable of providing the Tribal Consultation Services that are detailed under the "Requirement" section of this announcement. This service is in support of VA's Office of Tribal Government Relations (OTGR) and will have a period of performance of one (1) base year plus four (4) one (1) year options. The purpose of this notice is to determine interest and capability of qualified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs) that are also Native-Owned Small Businesses, relative to North American Classification Code 541611, Administrative Management and General Management Consulting Services. The size standard is $14 million. To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this Sources Sought notice. Requirements: 1.To coordinate and conduct an estimated one (1) formal tribal consultation meeting annually, one-half day in length, approximately 3-4 hours with up to 100 attendees. A second formal tribal consultation will be conducted using a "Dear Tribal Leader Letter." Contractor shall send out letters to all 566 federally recognized tribal leaders, collect responses and assemble report as outlined in the below paragraph. The consultation meetings shall include participation by the senior leadership within VA, and VA's three branches of services - Veterans Health Administration (VHA), Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA) and tribal leaders within the specific locations of the scheduled consultation meetings. Consultation sessions would coincide with national Indian meetings, such as the National Indian Health Board or National Congress of American Indians. 2.To plan, organize, coordinate, and conduct the tribal consultation meetings at the specific locations VA requests, locations are to be determined by VA. The Contractor will be responsible for all costs associated with the tribal consultation meetings. The contractor shall consult with OTGR as to the theme and agenda for the conference. The Contractor shall provide a final report of the meeting to OTGR. The report shall include, but is not limited to, the agenda, speakers, attendees, detailed transcription of the consultation meetings, assemble testimony, incorporate agency response and provide a summary report with matrix. In prearranged and specified instances the Government may furnish materials and facilities. 3.Provide information dissemination and collection activities/services. Point of Contact: Brynn K.
