- Dynetics Technical Services, Inc. (DTS) is issuing a Notice of Intent to Advertise a NASA Sole Source Procurement Request for Quote (RFQ) through Embotics or an authorized reseller, without discussion. The vCommander software licenses requested are the only source approved by NASA and no other software will satisfy agency requirements. The software as advertised on the RFQ is the agency standard, no substitutions will be acceptable. This announcement is considered a NASA Expedite. The support of this project is maintained by DTS on the Marshall Information Technology Services (MITS) contract located at NASA Marshall Space Flight Center (MSFC), Huntsville, AL. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; quotes are being requested per the attached Request for Quotation (RFQ) and are located in the attached files. This includes the RFQ, Representations and Certifications, which need to be completed and returned with your offer to Dynetics Technical Services, Inc.(DTS). The Embotics Licensing Agreement Terms and Conditions will apply to this award.Interested parties have three (3) days from this publication date of this Synopsis/RFQ to submit their proposal to the undersigned at the Email Address or fax number listed below. There are no exceptions or extensions to the required due date of responses. All uploaded attachments must be completed and are considered a part of the RFQ. It is the vendors responsibility to monitor this site for the release of solicitation amendments (if any). Responses received without the required information will be considered non-responsive to the Synopsis/RFQ. The software licenses on the RFQ are Exempt from EIT 508 compliance. All responsible sources may submit an offer which shall be considered by the agency. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 06/19/2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this Synopsis/RFQ. There will not be a post award announcement of any kind regarding a subsequent order resulting from this synopsis.
