Description
US Customs and Border Protection (CBP) intends to negotiate on a sole source basis under authority of FAR 6.302 with Executive Information Systems (EIS), 6901 Rockledge Drive, Suite 600, Bethesda, Maryland 20817 to provide SAS Profitability Management Annual maintenance for SAS software. The software is critical to evaluate, forecast, and determine performance, capacity, and cost/chargeback information based on system utilization. The compatibility with the existing system's configuration is limited to the Brand Name product SAS Profitability Management currently in use at CBP. SAS Institute Inc. is the sole manufacturer and publisher of their proprietary Software. Executive Information Systems (EIS), LLC is the sole authorized reseller for Version 8 and later of the Software and subsequent maintenance of the SAS Profitability Management (PM) product to eligible government entities. The North American Industry Classification System (NAICS) code for this acquisition is 541519, and the size standard is $25.5M. The Government intends to solicit and negotiate directly with EIS. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. An award shall be made to EIS. The anticipated award date is 24 June 2013. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to sonya.freeman@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 20 June 2013 at 1:00 p.m. EDT, an award will be made to EIS.
