Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only Request for Quote (RFQ). Written quotes are being requested. A hardcopy written RFQ will not be issued. The office of National Marine Fisheries, located in La Jolla, CA has a requirement for quantity of sixty (60) each Lotek Brand LAT2810 Archival Tags. The LAT series brand produced by Lotek Wireless is the only brand that meets the specifications required for our purposes. The data collected from these tags will contribute to a better understanding of the behavior, habitat utilization and stock structure of albacore tuna and therefore strengthen SWFSC's ability to effectively assess the stock's status. The model LAT2810 tag has several features that are unique to archival tags that are designed to be implanted in migratory marine species such as albacore tuna. We found the LAT brand was the only tag with several unique characteristics that will greatly contribute to the success of our work. Specifically the LAT brand tags are designed to record light level and calculate locations onboard the tags. Additionally, the LAT2810 is the smallest such tag on the market (13 X 44 mm and 13 g in air) that meets our requirements. The advantages of the small dimensions of this tag are being tested at SWFSC under the hypothesis that a smaller tag will have less effect on the behavior and survivability of the fish. The LAT2810 can archive 4 sensor readings including internal and external temperature, depth, and light level for up to 4 years at a 1 second interval. Once the tag is implanted into the fish, an external stalk allows for the light level and external temperature readings while depth (pressure) and internal temp are collected internally. The ability to collect data for up to 4 years at 1 second intervals is critical as it allows us to examine the migration behavior of these fish. The 1 second interval sampling provides a level of resolution necessary to capture the most detailed diving behavior. There are no other brands with all of these unique but also critical to the success of our studies. The North American Industry Classification System Code (NAICS) of this procurement is 334220 with a small business size standard of 750 employees. The government intends to issue a firm fixed price contract with required delivery date of no later than July 30, 2013. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All price quotations must be FOB destination. Only firms that can provide the exact brand name product described herein will be considered.
