- Provide all plant, labor, equipment, materials and incidentals for the rehabilitation of the Bridge Cranes located in the powerhouse at Lower Granite Dam, Pomeroy, Washington and Little Goose Dam, Dayton, Washington. The facilities are managed by the Walla Walla District, Corps of Engineers. Construction magnitude is between $5,000,000 and $10,000,000. 100% performance and payment bonds will be required. NAICS code for this project is 238290, and the small business size standard is $14 million average annual receipts. Solicitation is open to both large and small business concerns. The following general scope of work is applicable to the bridge cranes at Lower Granite Dam and Little Goose Dam, unless noted otherwise. The following description is not all inclusive; see the technical contract specifications and drawings for full detail: 1) Major electrical components removed and replaced include the main line conductors & collectors, drives, motors, controls, cabinets, crane lights, conduit and cable, new bridge travel and trolley travel limit switches, and other associated equipment. 2) Crane cab work includes: Replace existing cab with new fully enclosed cab, provide new warning lights, bells, operator's chair w/ integral crane controls, egress hatch, AC unit, HMI, and remote control devices for bridge travel, trolley travel and auxiliary hoist control. Modify lower bridge walkway for new crane access including ladder, guardrails, safety gate and hatch. New paint. 3) Bridge crane general work at Lower Granite Dam includes: Remove existing bridge drive machinery and provide new A3 drive arrangement located at the North lower bridge walkway with new motor, brake, cross-shaft with support bearings, machinery bases, speed reducers, and replace existing NE and NW idler trucks with new drive truck assemblies with final reduction open gearing and new equalizer pins. Replace existing SE and SW corner drive trucks with two new idler truck assemblies including new equalizer pins. Modify North lower bridge walkway for installation of new bridge drive machinery, new lower bridge walkway crane access platforms with safety gates, new ladders/cages/safety gates for upper bridge access, extend upper bridge walkway landing platforms, new fall protection anchoring points, new safety chains/cables on trolley bumpers and bridge bumpers, reinforce all lower and upper bridge walkway guardrails, and new upstream and downstream crane corbel fall restraint system. New paint and touch-up paint as specified. 4) Bridge crane general work at Little Goose Dam includes: Remove existing bridge drive machinery and provide new A4 drive arrangement including new gearmotor, brake and torque-arm assemblies on new bridge drive trucks (4 total) with new equalizer pins. Modify North and South lower bridge walkways for installation of new bridge drive machinery, new lower bridge walkway crane access platforms with safety gates, new ladders/cages/safety gates for upper bridge access, extend upper bridge walkway landing platforms, new fall protection anchoring points, new safety chains/cables on trolley bumpers and bridge bumpers, reinforce all lower and upper bridge walkway guardrails, and new upstream and downstream crane corbel fall restraint system. New paint and touch-up paint as specified. 5) 300 Ton trolley general work includes (each trolley): a. Main Hoist (Lower Granite) - provide new motor with encoder, brakes, shaft, couplings, high speed shaft intermediate support bearing, inspect existing speed reducer and replace bearings and seals (with option to provide new reducer). Provide new machinery bases, final reduction pinion and drum gear, gear covers, pinion outboard bearing base, and rebuild drum ends (with option to provide new drum shell). Provide new pillow block drum bearings and seals, replace wire rope, provide new rotary limit switches, weighted limit switches, load cell pins, new shear pins and shear plates as applicable, and align open gears. Clean load blocks and replace felt seals, and refurbish load hook. b. Main Hoist (Little Goose) - provide new motor with encoder, brakes, shaft, couplings, high speed shaft intermediate support bearing, inspect existing speed reducer and replace bearings and seals (with option to provide new reducer). Provide new machinery bases, final reduction pinion gear, gear covers, pinion outboard bearing base, drum bearings and seals, and replace wire rope. Provide new rotary limit switch, weighted limit switch, load cell pins, shear pins and shear plates as applicable, and align open gears. Clean load blocks and replace felt seals, and refurbish load hook. c. Auxiliary Hoist - provide new motor with encoder, brakes, coupling, speed reducer with low speed shaft direct coupled to new drum, drum bearings and seals mounted on new pedestals, new wire rope, rotary limit switches, load cell pin, shear pins and shear plates as applicable, weighted limit switch, rebuild or provide new load blocks (machinery layout and hoist drum design will determine), inspect load hook and trunnion and refurbish load hook (with option to provide new hook and trunnion). d. Trolley general - New fall protection trolley skirt, replace trolley drive shaft couplings, seals and bearings, repair/replace bent rail sweeps, new toe plates, oil flush for existing trolley drive gearboxes. Extend inboard trolley platforms. Provide new guardrail at non-gear end of main hoist drum and new trolley access safety gates. Reinforce trolley guardrails. Modify trolley frame as necessary for new auxiliary hoist machinery arrangement. e. New paint and touch-up paint as specified. 6) Other work as specified includes: Post rehabilitation inspection, performance and load testing, training of project personnel in operation and maintenance of the crane, and provide Operation & Maintenance Manuals and As-Built Drawings. Solicitation No. W912EF-13-R-0002 will be posted to the FBO website on or about July 3, 2013. The proposal due date will be contained in the solicitation and any solicitation amendments that may be issued. To request clearance, please submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
