Description
This requirement will a 100% HubZone Set-aside under NAICS 562910. This requirement is for the performance of enviornmental remediation services at lead contaminated properties at three NPL sites: Potosi, Old Mines and Richwoods. All three are part of a family of Superfund sites in Washington County, MO. The selected remedy consists of excavation of contaminated soils/materials from residential properties, backfilling with cleam soil and re-establishment of vegetation. The Potosi site comprises about 47 square miles and includes multiple towns. There are approximately 578 properties eligible for remediation under this procurement. An additinal 292 properties may be eligible through future sampling. The Old Mines site comprises about 120 square miles and includes multiple towns. There are approxoimately 230 properites eligible for remediation under this procurement. An additional 166 properites may be eligible through future sampling. The Richwoods site comprises about 45 square miles centered around the town of Richwoods. There are approximately 47 properties eligible for remediation under this procurement. An additional 32 properties may be eligible through future sampling. All three sites have soils contaminated at greater than or equal to 400 ppm that need to be excavated to a depth of 12 inches and transported/disposed of at a local mine waste site (soil repository). The contractor shall be required to comply with all applicable federal, state adn local laws and regulations. Remediation will be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing an Indefinite Quantity contract with fixed unit prices consisting of a one-year Base Period and two, one-year Option Periods. Estimated dollar value for this procurement is between $30M-$35M. The solicitation/RFP is anticipated to be posted in mid-July 2013. FAR Part 15 Contracting by Negotiation is the procurement method being utilized for this acquisition.
