Description
This requirement will be a 100% Small Business Set-aside under NAICS 562910. This requirement is for the performance of environmental remediation services at lead-contaminated properties within the Big River Mine Tailings Site. The selected remedy consists of excavation and relocation of lead-contaminated materials (mine waste, soil, gravel, crushed rock, vegetation, root balls, deteriorated landscaping, etc.) from residential yards and one school in St. Francois County, MO. There are approximately 300 residential properties requiring remediation under this procurement. Areas to be remediated will generally be less than a one acre per property as described in the Superfund Lead Contaminated Residential Sites Handbook (Aug 2003), (OSWER 9285.7-50). The maximum depth of excavation required is 24 inches. Properties vary in size, shape, obstacles present and volume of contaminated material to be removed. The contractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediation will be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. EPA anticipates issuing an Indefinite Quantity contract with fixed unit prices consisting of a one-year Base Period and a one-year Option Period. Estimated dollar value for this procurement is between $7M - $11M. The soliciation/RFP is anticipated to be posted in mid-July 2013. FAR Part 15 Contracting by Negotiation is the procurement method being utilized for this acquisition.
