- Sources Sought for General Construction IDIQ SOURCES SOUGHT The following proposed contract action is for a stand-alone single construction contract award with the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899. Solicitation # 13-00586 Solicitation Title: General IDIQ Construction Contract NAICS Code: 236220 Construction Magnitude: More than $10,000,000. NIST (National Institute of Standards and Technology) is seeking a capable construction firm to provide the services noted above on the NIST Gaithersburg, MD Campus. This is a Sources Sought ONLY not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. The purpose of this synopsis is to identify organizations with the requisite qualifications to provide the services stated herein. Based on the capability statement's received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set aside. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. NIST is seeking a general contractor with the following capacity and experience: 1. Work including building and laboratory construction and modification as well as installation of laboratory equipment installation/moves and associated facility services. 2. The types of work that may be required (but are not limited to) of the contractor are as follows: 3. Sitework - Site clearing, grading and landscaping, excavation, underground mechanical and electrical site utilities, roads and walkways, parking lots. 4. Concrete - Demolition, Cast in place and precast 5. Masonry Work - Brick, block and tile work 6. Carpentry Work - Rough and finished carpentry work, metal studs, metal panel systems, interior and exterior finish, drywall wall systems, suspended ceilings. 7. Moisture Protection - Waterproofing, damp-proofing, insulating, roofing and metal sidings. 8. Door, Window and Glass Work - Doors, windows, finish hardware and storefronts. 9. Finish Work - Dry wall, tile and marble, terrazzo, acoustical treatment, carpet, painting and wall covering, and special floor coverings. 10. Specialty Work - Bathroom partitions and accessories, laboratory casework, metal demountable partitions, lockers, elevated floors. 11. Special Construction - Acoustical work, prefab building construction, clean rooms 12. Mechanical / Piping Work - Plumbing, process gas tubing and piping, R&D piping services, fire protection, ductwork, HVAC systems, fusion welding, orbital welding of process gas tubing or piping, copper piping for air and vacuum. 13. Electrical Work - Electrical power and distribution, Uninterruptible Power Systems, Generators, lighting, alarms, gas monitoring systems, Direct Digital Controls, Simplex Fire Alarm, and communication systems. 14. Direct Digital Control (DDC) - HVAC control equipment, Water Detection System, Energy and Building Management. (Siemens, Alerton, and Andover DDC Control Systems) 15. Air Balance and DDC Sensor / Output Device Calibration - Measure Air Flow, Set Airflow by Setpoint and/or damper controls, validate sensor readings; validate control system with sensor range, validate control system with output device range. 16. Gas Monitoring - Measuring and Monitoring of non-toxic, toxic, and oxygen displacing gases to alarm of the hazardous and take action for life safety. 17. Building Services Measurement and Calibration - Permanent or Temporary Measure of Service, validate sensor readings; validate control system with sensor range, validate control system with output device range. 18. Material Handling - Rigging equipment, tools, furniture, and materials. 19. Structural- Demolition and Construction including foundations, concrete, steel and other materials used in the construction trades. 20. Rigging-Material, Equipment, and Research tools from truck(s) to final destination. Specific General Contractor Experience criteria being sought: 1. The general contractor shall have general purpose new construction experience in the last two years with minimum of two projects with a project scope in the range of $500k -$1.5M with multiple trades listed in the general requirements section above. 2. The general contractor shall have general purpose laboratory renovation experience in the last two years with minimum of two projects with a project scope in the range of $250k -$750k with multiple trades listed in the general requirements section above. Laboratory experience shall be in a Federal, State, or commercial facility. High school laboratories shall not be considered. 3. The general contractor shall have Research Laboratory tool and equipment installation experience along with required services in the last two years with minimum of two projects with each project scope in the range of $100k -$500k with multiple trades listed in the general requirements section above. Interested, capable construction service contractor (parties) shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Technical discussion of Contractor ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Describe projects experience and past performance with similar types of requirements of similar scope and magnitude and whether they were design/bid/build or design/build (with contract number, Government agency or private company, name and address and contract funded amount, provide a list of design criteria for the project(s), number or RFIs and change orders issued on the construction contract based on construction documents.) (h) Identify existing or potential pricing structure in support of this type of work by subcontractors; list subcontractors and technical qualifications being supplied to the prime contractor. (i) Identify qualifications of technical and management personnel; and (j) Identify and clearly mark any proprietary processes or data. NOTE: The total number of pages to reply to this source sought shall not exceed 7 pages and shall be mailed to the Contract Specialist below. No emailed or faxed capabilities statements will be accepted. NOTE: All vendors need to be registered in CCR for contract award. www.sam.gov Once the results of this market research are obtained and analyzed for NIST's minimum requirements, NIST may solicit a competitive procurement and subsequently award a multiple award IDIQ contract.
