Request for Information / Market Research – Biometric Store-Match-Share Capability Request for Information / Market Research - Biometric Store-Match-Share Capability DESCRIPTION This is a request for information (RFI) only. This request is for planning purposes and does not constitute an invitation for bids, a request for proposals, a solicitation, a request for quotes, or an indication that the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses. BACKGROUND The Office of the Secretary of Defense's (OSD) Rapid Reaction Technology Office (RRTO) is seeking Industry feedback on the availability of commercial technologies to support the Department of Defense's (DoD) Identity Resolution mission. Specifically, RRTO is interested in biometric store-match-share capabilities, one element of the Identity Resolution paradigm. In accordance with DoD's Better Buying Power 2.0 initiative ( http://bbp.dau.mil/ ), the objective of this RFI is to explore potential Commercial Off-the-Shelf (COTS) products and processes to achieve solutions that are cost-effective and affordable over the life cycle. The RRTO is requesting information to enable DoD decisions with regard to the scalable and effective biometric store-match-share capabilities defined in the Capabilities Scope below. The RRTO will analyze responses to identify industry interest and ability to provide DoD with the full range of capabilities in the areas outlined in this RFI. The government may invite industry to participate in follow-on discussions based on their responses to this RFI. CAPABILITIES SCOPE The store-match-share core system capability must be scalable and able to adapt to process regular throughput of Electronic Biometric Transmission Specification (EBTS) files (notionally 240,000 files per day) and handle surges and anticipated growth with predicable units of additional hardware for processing. Rapid response times for high priority searches are desired, nominally less than two minutes against a database of 100 million records. Additional specific characteristics that the core system or sub-systems must be capable of are outlined below: 1) Store Capabilities a. Scalable storage for transactional system b. Backup and redundant operations for continuity of operations c. Hot swappable replacements in the event of hardware failure d. Configurable for role-based data access by the application 2) Biometric Matching Capabilities a. Fingerprint matching capabilities •10 print •Identification (ID) Slap •Single finger •Latent prints b. Palm print matching •Full and partial palm prints •Processing of latent palm prints c. Face matching •Match ideal and non-ideal faces (varying pose, illumination, expression and age) images d. Iris matching •Match ideal and non-ideal iris images (off-angle, partially occluded) e. Multimodal fusion •Fuse results of multiple biometric samples and/or modalities to increase the confidence in the identification of an individual f. Batch load options for data migration and/or match analysis •Batch loads should not impact normal operations 3) Sharing Capabilities a.Interoperable with other systems (i.e., the capability to support variations of EBTS, Electronic Fingerprint Transmission Specification, IDENT Exchange Messages Specification, as well as other formats and interfaces) b. Authenticate submissions c. Configure transaction logic from policy and service agreements d. Produce audit and use reports 4) Other considerations a. Multi-level security b. Life cycle support c. Modularity and scalability of software and hardware components d. Open architecture, non-proprietary features e. Conformance to latest version of EBTS f. Ability to incorporate other modalities g. Accuracy of match results SUBMISSION REQUIREMENTS Interested parties are requested to provide an information package consisting of the following: (1) One (1) page profile of your company, including point-of-contact, product and service offerings, current Government contract vehicles (include contract number and name of contract), revenue for the last three (3) years, and number of employees. (2) Capabilities statement (no more than ten (10) pages in length, single-spaced, minimum 12 point Times New Roman or equivalent) describing corporate experience and/or past performance in the specific areas described in the Capabilities Scope above. For each area that the company has specific experience, please cite the customer, contract effort (including contract number and total dollar value), and indicate whether your company participated as the prime or subcontractor. The Government is not interested in responses that describe only general experience in each area. The capabilities statement must be written specific to each area of the Capabilities Scope above. (3) White Paper (no more than ten (10) pages in length, single spaced, minimum 12 point Times New Roman or equivalent) providing your response to the following questions: a) What would be the estimated cost per 1000 biometric search transactions? What is the compute time against a notional database of 100 million records per unit of commodity hardware? Is there a break point where cost per comparison per second per dollar would significantly change (up or down)? b) What planning factors would you recommend as a basis for bounding the initial cost of the store-match-share capability? For estimating the cost of hardware (data storage, compute, networking)? For development or purchase of algorithms? For systems engineering and integration? c) What planning factors would you recommend as a basis for bounding the annual operations and maintenance (O&M) costs for the store-match-share capability? For O&M of hardware (data storage, compute, networking)? For the associated software licenses? For infrastructure (space, power, and cooling)? d) What are the staffing requirements (examiners, information technology administration, security) for the store-match-share capability? e) Are there other cost drivers, capabilities, or obstacles that would influence the development of a cost effective store-match-share solution? f) What would be the estimated processing time per 1000 EBTS transactions (assuming a 100 million record database)? Is there a break point in the number of transaction where this time would significantly change (up or down)? g) Has your organization or the biometric matching software products identified participated in any National Institute of Standards and Technology (NIST) Evaluations? If so, which products and NIST reports? Respondents are urged to limit marketing material in order to provide more substantive information in their response. Any information provided above and beyond the information requested in this RFI to include appendices, marketing brochures, catalogs, etc., may not be reviewed by the Government. Please send requested information by e-mail only (Microsoft Word(TM) or.PDF attachments preferred) as soon as possible but no later than 4:00 PM EST on 16 July 2013. Information packages and all inquiries shall be emailed to ATLDefIdentityResolution@osd.mil. Receipt of all submissions will be acknowledged by the government. All information provided in response to this RFI shall be UNCLASSIFIED. Any PROPRIETARY information contained in the response to this RFI must be clearly marked by the originator. Proprietary information will be safeguarded in accordance with applicable Government regulations. DoD government officials as well as subject matter experts from a Federal Funded Research and Development Center (FFRDC) will review all submissions. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Responses to this notice will not be returned and respondents will not be notified of the results of any conclusions or analysis.
