- INTERNAL MONITORING AND EVALUATION SYSTEMS CAPACITY BUILDING Scope of Work Under the direction of the USAID/West Africa/Regional Peace and Governance Office Activity Manager, the Contractor will provide capacity building services to the West Africa Network for Peace building (WANEP). The purpose of the capacity building services is to strengthen the internal monitoring and evaluation systems of the West Africa Network for Peace building (WANEP) to a level where it satisfies USAID funding requirements and the organization is eligible to directly receive and manage USAID funds. A.Deliverables 1.Initial Capacity Assessment: The Contractor will conduct an initial capacity assessment of West Africa Network for Peace building's (WANEP) current Monitoring and Evaluation (M&E) systems in order to establish a baseline and determine what improvements need to be made in order for the system to be adequate to satisfy USAID funding requirements. 2.Work Plan: The Contractor will prepare a detailed work plan which will include the methodologies, activities, and timeline to be used to strengthen the capacity of WANEP's M&E systems and monitoring progress. The work plan will be submitted to the Activity Manager at USAID/West Africa for approval no later than 14 days following the award date. 3.Capacity Building Activities, including Training and Mentoring: The Contractor will perform activities that build the capacity of WANEP's internal M&E system to a degree that it will satisfy USAID funding requirements. The activities will also address "Areas requiring improvements" and "Recommendations" as delineated in the "Project Performance Management" section of the USAID OCA report of WANEP, November 2012. These activities will be specifically identified and outlined in the proposal and the work plan. 4.Quarterly Reports: A monitoring and activity report will be submitted to the Activity Manager each quarter. These reports will include progress made on project Capacity Building Activities and all other agreed deliverables. 5.Final Report: A final report describing the results and impact of the contract's activities on WANEP's M&E system, including changes from the initial assessment and baseline.
