- For additional clarification, any proposals/quotes that are received that do not have the below breakout will not be considered. In addition, the vendor offering the lowest margin, freight and taxes (Line 2), will likely win as Line 1 is the OPIS rack average and should be the same for all vendors. Line 1 - Cost of fuel/gallon (OPIS rack average), which would be adjusted on the day it's pulled (e.g., the day that we place an order). Line 2 - Your margin, freigh, and applicable taxes would be put on this line, and would always remain the same through the base and 3 option years. In addition, all vendors must be registered in SAM.
