- Sole Source Justification and Approval Xtendable Server Core Security Updates: The solicitation number is FA8052-13-XV4_LICENSING. THE OPERATION OF THIS SYSTEM IS CONTINGENT UPON OWNERSHIP OF RIGHTS TO XTENDABLE SERVER AND THE XTENDABLE SERVER SOURCE CODE. COMPANIES THAT DO NOT HAVE ACCESS TO THIS SOURCE CODE WILL NOT BE CONSIDERED RESPONSIVE. The NAICS Code is 518210. The size standard is $30,000,000.00. The government intends to solicit and negotiate with one source under the authority of FAR 6.302-1(a)(2)(iii) and FAR 13.501(a). The requirement specifications are as follows: AFMOA/SGHW (Air Force Medical Operations Agency, Family Advocacy Branch) intends to pursue award of a sole-source firm-fixed-price contract with a base year and three (3) one-year options. AFMOA/SGHW will procure two (2) Xtendable® Server Core Security Updates Subscription (XV4) Server Maintenance Fees: one for the test/quality assurance environment and one for the production environment software platforms which the AFMOA Air Force Family Advocacy Program (FAP) "System of Applications" operates. The FAP "System of Applications" is used by approximately 700 end-users. The applications include the FAP Network (FAPNet), Family Advocacy System of Records (FASOR), New Parent Support Program (NPSP), Outreach Prevention Automated Log (OPAL) and Qbase. These System of Applications are installed on and require the XV4 servers to operate; the XV4 servers are the proprietary property of DWT, 10182 Telesis CT, San Diego, CA 92121-4777. The successful operation of these system applications which are installed on the XV4 Server(s) requires continuous routine maintenance and technical support of the XV4 server(s) to ensure the servers are up-to-date and functional and avoid significant problems and possible complete failure of the servers. XV4 maintenance must be accomplished before required DoD changes, such as security patches and other modifications needed to ensure legal compliance of the XV4 can be made. The FAP and EFMP-M programs are managed by AFMOA at Lackland AFB, San Antonio, TX providing policy guidance, standards, and necessary program information to staff at 75 CONUS and OCONUS military hospitals and clinics.
