SOURCES SOUGHT-HSCG87-13-I-PJT358 U. S. Coast Guard Base Kodiak, Alaska - Hangar 1 Door Repair Project SOURCES SOUGHT: THIS SOURCES SOUGHT SERVES AS A SURVEY OF THE MARKET TO DETERMINE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT. THIS IS NOT A SOLICITATION NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. The U.S. Coast Guard is considering options for obtaining construction services at U. S. Coast Guard Base Kodiak Alaska. Included is consideration if this acquisition should be set aside for Small Business Concerns, including HUBZone concerns, Service-Disabled Veteran-Owned Small Business Concerns (SDVOSB), and 8(a) small business concerns. NO VERBAL QUESTIONS/REQUESTS WILL BE ACCEPTED. EMAIL OR TELEPHONE REQUESTS OR UPDATES FOR SOLICITATIONS WILL NOT BE ACCEPTED. The solicitation, when issued, will be available on the Internet at www.fbo.gov. NO SOLICITATION EXISTS AT THIS TIME. If a solicitation is later released, it will be synopsized in FBO. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. Applicable North American Industry Class System (NAICS) 2012 code is 237990. No solicitation is being issued at this time and specifications are not available. When available; solicitation(s) in their entirety and any subsequent amendments will be available at no charge online at http://www.fbo.gov. Please do not call. Scope: The projects will include the full range construction activities to construct the project(s) as described below. Design-Build capability is NOT required. The construction contracts will be designed by consultants under separate contract with the USCG. However, some elements of the construction contract(s) may be performance based. The work consists of rehabilitation of the Hangar 1 high bay doors, and repair to the door track and door track heating system. Elements of work include: door track repair, door track heating system refurbishment, repairing/repainting doors and building features, replacement of door wheel mechanisms, one new replacement door panel, and hazmat removal/management to facilitate the work, including testing, packaging and disposal. The doors consist of 20 individual door panels. Each panel is approximately 30 foot wide by 40 foot tall. The door panels are original 1940's steel construction, and have been modified over the years. The door track is railway-style steel track. The door track heating system is a trench under the doors, which will be rehabbed to include a hot water heating system. Anticipated Capabilities/Qualifications/Requirements : Firms shall have expertise with specialty construction in a remote Alaskan environment; involving steel fabrication, logistics, and painting. The contractor shall have demonstrated experience: coordinating with Environmental and Regulatory Agencies, and working for/with Government agencies on remote Alaskan construction projects. Contractor shall have experience and capability to coordinate with established manufacturer's for specialty hangar door components, and coordinate shipping, delivery and installation of new items to Kodiak. If your firm is a small business, as established by the Small Business Administration, HUBZone certified in accordance with FAR 19.1303, 8(a) small business certified in accordance with FAR 19.802, Women-Owned Small Business (WOSB) certified in accordance with FAR 19.1503 or Service Disabled Veteran Owned Small Business (SDVOSB) certified in accordance with FAR 19.1403 and intends to submit an offer on this acquisition, please indicate this in your response. Capability statements shall be limited to no more than five (5) pages and sent directly to: heather.s.brubeck@uscg.mil with a copy to rinalda.n.butts@uscg.mil with SOURCES SOUGHT-HSCG87-13-I-PJT358 (Company Name) in the subject. Only electronic responses will be accepted and shall be submitted no later than June 26 2013. NO VERBAL QUESTIONS/REQUESTS WILL BE ACCEPTED. Responses are limited to no more than five (5) pages. Due to USCG Internet restrictions, electronic mail attachments over 2 MB in size will not be received. Capability statements in response to this market research shall include the following information, using the following outline: a) Company information, including company name, address, point of contact, telephone number, web site and DUNS Number. b) A positive statement of your intent to submit a proposal for these solicitations as a prime contractor. c) Statement of your business size/classification. - DO NOT SEND COPIES OF YOUR SAMS PROFILE. d) Description of company, including corporate experience specialty construction in remote environments; involving steel fabrication, logistics, and painting. e) Evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers/email addresses. f) If your business currently participates in an existing multiple award contract, or other contract vehicle with the Federal government which could potentially satisfy these construction requirements, please provide the contract number, describe the contract vehicle, and points of contact in your response. Note: The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. All firms should be certified in the Online Representations and Certifications Application (ORCA) located at https://orca.bpn.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. All of the above must be submitted in sufficient detail for a decision to be made on method of acquisition, and any expected set-aside(s). This synopsis is for information and planning purposes only, does not constitute a solicitation, is not to be construed as a commitment by the Government, nor will the Government pay for information provided. Respondents will not be notified of the results with regard to the evaluation of the capability statements received.
