Description
The basic approach to the construction of the MOTCO Lightning Protection project will be to erect steel poles with construction of overhead catenaries. The lightning poles should be supported by 14 feet deep (3 feet diameter drilled) cast-in-place caisson foundations at all locations with the exception of the quote mark R quote mark Buildings location, where it is anticipated that four 16 inch square concrete precast piles will be driven 73 feet deep and a pile cap to be formed and poured after pile driving operations. The installation of the driven piles and the 8 pile caps on the North side of the quote mark R quote mark Buildings will require the use of a temporary construction pad (to support contractor's equipment), which is to be located within a wetland area where the soils are considered very soft. It is expected that the contractor shall comply with all NEPA regulations during the construction activities while working within these wetland areas (located just north of the quote mark R quote mark Buildings). It is anticipated that Building 177 will require a total of eight new lightning poles, eighteen lightning poles for Classification Yard #1, twenty lightning poles for Classification Yard #2, and sixteen poles for the quote mark R quote mark Buildings. The lightning poles are required to be electrically grounded (via 2 copper clad grounding rods) with the stringing overhead catenaries, trenching for the installation of an underground bare copper counterpoise, and exothermic welding; which will be required at each lightning pole location. This situation will require special circumstances during the construction effort, which will include the employment of UXO Construction Support during all construction activities. Acquisition Information: This acquisition is proceeding as HUBZone Set-aside. Estimated Cost Range is between ($1,000,000 $5,000,000). Period of Performance for Construction: 420 Days. This Procurement will be conducted under FSC CODE: Z2QA, NAICS Code: 238290. The size standard for this code is $14,000,000. All questions should be directed to the Contract Specialist, Ryan Bayless-e-mail Ryan.J.Bayles@usace.army.mil. It is anticipated that the RFP will be issued on or about July 22, 2013, for downloading at the Government's website at http://www.fedbizopps.gov/. No paper copies will be issued. The specific date and time will be identified in the solicitation. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the RFP is issued. Viewing/downloading documents from FedBizOpps will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedBizOpps user, you will also be required to register in FedBizOpps (www.fbo.gov) before accessing the RFP documents. To register, click on the Register Now button in the Vendors Block and follow the instructions.
