- Attachment J.9 Attachment J.8 Attachment J.7 Attachment J.6 Attachment J.5 Attachment J.4 Attachment J.3 Attachment J.2 Attachment J.1 RFP No. DTFH61-13-R-00026 This is a Federal Highway Administration (FHWA) solicitation for a full and open competition. The Office of Freight Management Technology has a requirement for freight vehicle probe data to be used for research and analysis on national performance measurement, system planning and transportation operations. The objective of the requirement is to maintain a freight data set for use in transportation research and to undertake research and analysis related to this data. The anticipated work in this contract shall be completed under four main tasks: develop and implement project management and work plans; building a freight congestion and system research data set; responding to data adjustments and ad-hoc research and analysis requests; and conducting and developing data validation, calibration quality plans and descriptive metadata documents. The work in this contract builds on previous Freight Performance Measures (FPM) Program research and will support data analysis for the program. FHWA and its contractors will use this data set, research and analysis for work related to freight congestion, transportation planning, programming, operations as well as management of the transportation system. The solicitation, all related documents and amendments, if any, will only be released and available electronically through the FedBizOpps posting system at http://www.Fedbizopps.gov under the Vendors option followed by selection of the Department of Transportation (DOT) center. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored.
