Description
The Seattle District, US Army Corps of Engineers, is seeking local, statewide, and throughout continental US, small business concerns who can respond to a two week notice to provide equipment rental (with operator) for Northern Idaho which includes the pan handle region in support of revetment work affecting any area as designated in Northern Idaho including the pan handle region. The Government contemplates a Blanket Purchase Agreement to provide equipment in support of this effort at the various project locations. It is anticipated that the Government will establish multiple Blanket Purchase Agreements (BPAs). The potential BPA term is for three years. All small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Synopsis, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The appropriate NAICS Code is 237990; size standard is $33.5 million. THIS SOURCES SOUGHT ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential sources prior to determining the acquisition strategy. The Government is not obligated to and will not pay for any information received from potential sources as a result of this announcement. For this BPA, the Ordering Officer will contact all contractors who respond to this solicitation, with the site location in the northern part of Idaho to include the pan handle redion, scope of work, and the response time. The contractor will respond back with their pricing if they are interested. The contractor who can meet the ordering officer's specifications, and has the lowest price will be awarded the BPA Call. The location for these requirements will typically, but not always be along rivers, on levees, and some sites may have limited access. This BPA can be executed 7 days a week 24 hours a day. The time requirement for response is two weeks; within this allotted time the contractor shall have equipment on site and ready to work. Equipment will be used during revetment embankment work for Seattle District, Army Corps of Engineers. Contractor shall provide the following; EQUIPMENT W/OPERATOR, furnish all necessary supplies, materials, and earthmoving and support equipment, complete with operator to accomplish work. Davis Bacon Wages (Heavy) are applicable for this requirement. Safety Requirements: Operation of equipment shall be conducted in accordance with the requirements of EM 385-1-1 Safety and Health Requirements Manual. It is requested that interested sources submit to the Contracting Office a brief capabilities statement demonstrating ability to provide requested equipment as identified in this survey. This documentation shall address, as a minimum, the following: (1) Company profile: Provide number of employees, office location(s), DUNS number, CAGE Code, and statement regarding small business designation and status. (2) Relevant Experience: Provide relevant experience performing efforts of similar scope and duration within the last 24 months, including contract number, contract value, Government/Agency point of contact and current telephone number. (3) Demonstrate ability to meet the two week response time. (4) Schedule of Equipment needed is included in the attachment to this synopsis. Request you complete the schedule as stated in the directions on the form. This package shall be sent by e-mail to the following address: Bryan.G.Barnett@usace.army.mil and clearly labeled with the firm's name and sources sought title: Equipment Rental with Operator BPA for revetment embankment work in response to various locations in Northern Idaho supported by Seattle District, US Army Corps of Engineers, Washington. Submissions must be received at the office no later than 2:00 P.M., Pacific Time on 25 June 2013.
