- The purpose of this Sources Sought is to identify interested small or large businesses capable of satisfying the scope of services detailed below: Scope of Services The OC-ALC PHSTS is a fully integrated, self-supporting, transportable Electromagnetic Pulse (EMP) test system. It is capable of both Continuous Wave (CW) and pulse operations in either direct drive or free field illumination configurations. The Portable Hardness Surveillance Test System (PHSTS) controls the internal drive sources, and acquires and processes data. All test instrumentation is contained in a single 10' x 50' air ride semi-trailer. The requirement for testing includes: PHSTS Van Preparation, PHSTS Data Acquisition Process System Preparation, Test Conduct, and Post Test Activity. PHSTS Van Preparation includes: 1. Preparing all the support equipment utilized during the test 2. Unspooling all the 200 meter fiber optic cables required for test acquisition 3. Calibration of fiber optic current probes and transmitters as required for acquisition PHSTS Data Acquisition Process System Preparation includes: 1. Entering the test point list into the database for the test article 2. Database entry of all instrument calibrations before the test and database checkouts 3. Acquiring a pre-test map of the electric and magnetic field to ensure: a) the Ellipticus antenna is working properly, and b) there is a comparison for use post test to verify nothing changed in the field (electrically or magnetically) Test Conduct includes: 1. Instrumentation of the aircraft using correct instrumentation techniques, documenting the setups, and reporting any problems encountered 2. An acquisition operator to run the acquisition cycles of the PHSTS a. The PHSTS CW acquisition system is a 17 channel system; 16 channels can be instrumented for data acquisition at a time, with 1 channel dedicated as a reference b. To ensure the data acquired is accurate for phase and magnitude Post Test Activity includes: 1. Restoration of the aircraft and completion of data processing 2. De-instrumentation of the aircraft with the assistance of Northrop Grumman personnel 3. Quality control for all of the equipment used on the aircraft, accounting for and checking equipment back into the PHSTS 4. A post-test map of the electric and magnetic field is also conducted The Contractor shall perform • Post-test preventative maintenance on fiber optic equipment; to include fibers, transmitters, receivers, and computer system software and hardware • Responsibility of Shipment of PHSTS from Air Force Plant 42, Palmdale California; and then final shipment of PHSTS to Tinker AFB. The interested parties should provide a corporate capabilities package to include Professional qualifications; specialized experience and technical competence; Past performance with Government agencies and private industry; Location in the general geographical area of the contract; Average annual volume of Federal work.
