Description
RTO NDA RFP SF 1449 The FRTIB is looking to hire a consultant to assist the Agency in developing a framework and related methodology to move the Agency to an enterprise-wide integrated approach to risk management and internal controls. For the enterprise risk management (ERM), the contractor will assist the Agency in selecting an applicable global risk framework and help establish the methodology that enables the agency to identify and score risks, prioritize and evaluate risks, facilitate management of risks identified, and monitor risks and associated remediation efforts on an ongoing basis. The consultant will assist FRTIB in developing risk management recommendations regarding current performance of key operational functions and strategic initiatives as well as TSP design, security and benefits features. Key operational processes are those processes considered to be "critical to quality". Critical to quality includes operational, financial, and security processes which must be met in order to satisfy the customer who, in the case of the TSP, are its participants and beneficiaries. Examples of key operational processes include benefit payments, in-service withdrawals, inter-fund transfers, contribution allocations, etc. The consultant will assist the Agency with establishing risk management policies and procedures for a continuing cycle of assessing risks, identifying controls to mitigate those risks, and testing controls to help establish whether they are properly designed and operating effectively. With respect to internal controls, the consultant will assist the Agency in establishing an integrated methodology and framework of an effective risk-based internal control program in accordance with the Federal Managers Financial Integrity Act (FMFIA), OMB Circular A-123 and OMB Circular A-127. Specifically, FRTIB requires an Internal Control Program (ICP) that will assist FRTIB management in verifying internal control components, identify and assess risk, document critical processes and key controls, assess key internal controls and document assessment results that can be used to implement improvements. The goal is to ensure the FRTIB follows an established methodology, to ensure the effectiveness and efficiency of operations, reliability of financial reporting and compliance with laws and regulations. The contract will be for a Base plus 4 Option Periods. The Agency will award a contract to that firm presenting the offer representing the best value to the Agency considering Factor I: Requirements Suitability, Subfactor 1: Technical Approach, Subfactor 2: Prior Experience, Subfactor 3: Key Personnel; Factor II: Past Performance, and Factor III: Cost/Fee evaluation factors. In determining which proposal provides the best value to the Agency, non-price (technical) evaluation factors are more important than evaluated cost/price. Selection of the best value to the Agency will be achieved through a process of evaluating the relative strengths, weaknesses, and deficiencies of each Offeror's proposal.
