- MATOC Task Order Proposal Form for FMATOC-13-R-0003 Wage Rate Determination for FMATOC-13-R-0003 SOW for FMATOC-13-R-0003, Forbes Field. THIS PROJECT IS OPEN TO KSARNG/KSANG APPROVED SMALL BUSINESS MATOC CONTRACTORS ONLY. Pre-Bid Meeting will be held on Tuesday, June 25, 2013 at 1:00 pm or 1330 hr at Bldg 760, CE Bldg, Conference Room Forbes Field, Topeka, KS. MATOC proposals will be due NLT 2:00 pm, CST or 1400 hr on Tuesday, July 16, 2013. The purpose of this contract is to install, modify exisiting, or replace force protection measures around designated facilities in accordance with UFC 4-022-03. Fence product used will be Type A, galvanized, 2 inch square mesh, woven 9 gauge steel wire fabric chain link fence 7 feet high, surmounted by three strands of barbed wire angled outward at 45 degrees for a total height of 8 feet. Chain-link fabric tautness requirements can be found in UFGS (32 31 00.00 10 / 32 31 13.00 20 / 32 31 13.00 40). Provide chain link fencing components and accessories in accordance with ASTM standards F1043, F626, A817, A824, F1083 and F1664. Reinforcement for fencing is typically done by installing a minimum 6 X 19 class wire rope across the fencing material on the secure-side. The wire rope should be regular lay, extra improved plow steel (EIPS), independent wire rope core (IWRC), class A galvanized and in accordance with ASTM A 603. Reinforcing cables should be terminated to concrete deadman anchors on the secure-side of the perimeter fencing with the front edge of the deadman parallel to the fence fabric. All fencing and components will be commercial grade. Use non-reflective coating for fences to reduce glare that could affect remote camera and visual assessment Line item 1: Work will be done between building 662 and 666; replace or repair 460 feet of fence to include two 4 foot entry gates, 25 foot vehicle gate and remove and eliminate an 18 foot vehicle gate. Line item 2: Work will be done at building 679 around generator and power transformer; install new 85 feet of fence on concrete with an 8 foot sliding gate, use vinyl silver non reflective slat inserts, and install barbwire vertical. Line item 3: Work will be done around structure next to flight line in front of 679; remove and replace 80 feet of fence to include a 4 foot entry gate, use vinyl silver non reflective slat inserts, and install barbwire vertical. Line item 4: Work will be done around POL Perimeter on west side of base; inspect, remove designated gates, and repair 3,340 feet of fencing, add vinyl green non reflective slat inserts to match existing ones on perimeter. Line item 5: Work will be done at secondary entry gate; add 100 feet of fencing reinforcement using cable and appropriate anchors and deadmen to existing structure. Line item 6: Work will be done at main gate over existing rock wall and reconnect from perimeter back to gate post; remove 700 feet and install 400 feet of fence. A standard chain link fence section (below) identifies all of the components (1) fabric, (2) selvage, (3) corner post, (4) barbed wire, (5) outrigger (barb wire arm), (6) tension wire, (7) hog ring, (9) truss rod, (10) line post, (11) tie wire, (12) tension bar, (13) tension clip, and (14) concrete footing. See SOW for figure drawings. SPECIAL PROVISION: 1. The Special Provisions shall apply to the above described project, Forbes Field, KS. 2. The Contractor shall remove and dispose the demolished material to a designated location on Forbes or retain for Contractor use. 3. Proposals should include multiple alternatives and will be selected on best value to the government. 4. Quantities must be field verified by Contractor prior to award. 5. Work is to be performed between 7:00 a.m. to 5:00 p.m., Monday through Friday. Work on weekends and holidays only with written permission.
