- ******************************************************************************** COMBINED SYNOPSIS/SOLICITATION AMENDMENT 0001 PURPOSE: The purpose of this amendment is to post questions asked by vendors and the Government's answers to those questions. The proposal due date and time have not been extended. All other terms and conditions remain unchanged. Please refer to the attached documentation for further details. ********************************************************************************* The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Garrison Fort Detrick (USAGFD), seeks to obtain a maintenance and support contract for the Early Warning System (EWS) in order to comply with the Secretary of Defense's guidance on providing emergency alerts to 100% of base personnel before and during catastrophic situations. NOTE: The services requested in the PWS are currently for Fort Detrick, Frederick, MD. It is the Government's intent to include Forest Glen Annex, Silver Spring, MD upon completion of the EWS installation at Forest Glen. Only a change initiated by the Contracting Officer, in the form of a signed contract modification, will establish the addition of Forest Glen to the PWS and contract services. Please bid on all Contract Line Item Numbers (CLINs). In March 2009, Army Regulation 525-27 (Army Emergency Management Program) states all Garrisons will have Mass Notification Systems (MNS) in place for indications and warning for populations of service-members, civilians, contractors, and retirees. In order for this system to continually work, an annual maintenance contract needs to be issued to keep lifecycle current and up to date. Fort Detrick purchased this EWS in 2006 and sporadically increasing the number of warning poles on the installation. The system is also designed to warn high concentration of the population that may be outdoors during an emergency situation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined synopsis/solicitation number W81XWH-13-T-0213 is issued as a RFP. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65, 29 January 2013. This combined synopsis/solicitation is set aside 100% for Small Business (SB). The North American Industry Classification System (NAICS) code is 811213 with a size standard of $10.0 million. The resulting contract shall be Firm-Fixed Price (FFP).
